Abstract
Sektor transportasi Indonesia masih didominasi kendaraan berbahan bakar
minyak, yang mendorong tingginya emisi dan konsumsi BBM. Untuk menekan
dampak lingkungan, pemerintah mendorong penggunaan kendaraan listrik melalui
kebijakan seperti Perpres No. 79 Tahun 2023 dan subsidi pembelian. Namun,
transisi ini menimbulkan tantangan, khususnya dalam aspek keselamatan dan
pengujian kendaraan listrik yang berbeda dari kendaraan konvensional. UP PKB
Jagakarsa telah memiliki SOP yang ditetapkan Dishub DKI Jakarta, namun belum
berbasis analisis risiko sistematis. Penelitian ini menggunakan metode HIRADC
(Hazard Identification, Risk Assessment, and Determining Control) untuk
mengidentifikasi dan mengendalikan risiko dalam proses pengujian, serta
menyusun usulan SOP sebagai masukan teknis. Analisis terhadap 27 aktivitas kerja
menghasilkan 51 temuan risiko, didominasi bahaya kelistrikan seperti sengatan dari
kabel tegangan tinggi dan sistem baterai. Ditemukan 9 risiko ekstrem, 5 risiko
tinggi, 21 risiko sedang, dan 16 risiko rendah. Hal ini menunjukkan bahwa
pengujian kendaraan listrik memiliki tingkat risiko yang tinggi dan kompleks.
Meskipun pengendalian administratif dan penggunaan APD telah dilakukan,
strategi keselamatan masih perlu diperkuat. Oleh karena itu, penelitian ini
merancang SOP berbasis HIRADC yang mencakup penggunaan APD, pengaturan
zona aman administratif, dan prosedur tanggap darurat untuk meningkatkan
keselamatan kerja.

| Uncontrolled Keywords: | Indonesia's transportation sector is still dominated by fuel-powered vehicles, which contribute to high emissions and fuel consumption. To mitigate environmental impacts, the government is promoting the use of electric vehicles through policies such as Presidential Regulation No. 79 of 2023 and purchase subsidies. However, this transition poses challenges, particularly in terms of safety and testing of electric vehicles, which differ from conventional vehicles. The Jagakarsa Vehicle Inspection Unit (UP PKB) has established Standard Operating Procedures (SOPs) as set by the Jakarta Transportation Agency (Dishub DKI Jakarta), but these are not based on systematic Risk analysis. This study employs the HIRADC method (Hazard Identification, Risk Assessment, and Determining Control) to identify and control Risks in the testing process, as well as to develop proposed SOPs as technical input. An analysis of 27 work activities identified 51 Risk findings, dominated by electrical hazards such as electric shocks from high- voltage cables and battery systems. Nine Extreme Risks, five high Risks, 21 moderate Risks, and 16 low Risks were identified. This indicates that electric vehicle testing involves high and complex risk levels. Although administrative controls and the use of PPE have been implemented, safety strategies still need to be strengthened. Therefore, this study designed HIRADC-based SOPs that include the use of specialized PPE, the establishment of administrative safety zones, and emergency response procedures to enhance workplace safety.
