Abstract

Penelitian ini bertujuan untuk merancang dan mengembangkan sebuah
sistem berbasis website untuk pengisian data penerbitan Sertifikat Registrasi Uji
Tipe (SRUT) di Subdirektorat Uji Tipe Direktorat Sarana Transportasi Jalan. Latar
belakang penelitian ini didasari oleh permasalahan lamanya proses input data secara
manual yang berisiko menimbulkan kesalahan, memperlambat pelayanan, dan
membebani petugas. Sistem ini dirancang untuk meningkatkan efisiensi dan akurasi
dalam proses tersebut.
Metode penelitian yang digunakan adalah Research and Development
(R&D) dengan pendekatan model ADDIE, yang terdiri dari tahapan Analisis,
Desain, Pengembangan, Implementasi, dan Evaluasi. Fokus pengembangan terletak
pada fitur auto-fill, yaitu pengisian otomatis data dari file SKRB yang diunggah,
serta validasi otomatis untuk memastikan kelengkapan dan keakuratan data
sebelum disimpan ke sistem. Fitur ini ditujukan untuk mempercepat proses input
dan meminimalkan kesalahan. Evaluasi sistem dilakukan melalui pengujian pretest
dan posttest terhadap petugas input, serta pengujian fungsional menggunakan
metode black box.
Hasil penelitian menunjukkan bahwa sistem berhasil meningkatkan
efisiensi kerja dengan menurunkan waktu input dari rata-rata 3 menit menjadi 12
detik per file. Selain itu, hasil uji statistik menunjukkan adanya perbedaan
signifikan antara sebelum dan sesudah penggunaan sistem. Dengan demikian,
website yang dikembangkan terbukti mampu meningkatkan efisiensi dan
mendukung transformasi digital dalam pelayanan publik.

Uncontrolled Keywords: This research aims to design and develop a website-based system for filling in data on the issuance of Type Test Registration Certificates (SRUT) at the Type Test Subdirectorate of the Directorate of Road Transportation Facilities. The background of this research is based on the problem of the length of the manual data input process which risks causing errors, slowing down services, and burdening officers. This system is designed to improve efficiency and accuracy in the process. The research method used is Research and Development (R&D) with the ADDIE model approach, which consists of the stages of Analysis, Design, Development, Implementation, and Evaluation. The focus of the development lies on the auto-fill feature, which is the automatic filling of data from the uploaded SKRB file, as well as automatic validation to ensure the completeness and accuracy of the data before it is saved to the system. This feature is intended to speed up the input process and minimize errors. System evaluation was conducted through pretest and posttest testing of input officers, as well as functional testing using the black box method. The results showed that the system succeeded in improving work efficiency by reducing input time from an average of 3 minutes to 12 seconds per file. In addition, the statistical test results showed a significant difference between before and after the use of the system.
