Abstract

Pelayanan kustomisasi kendaraan bermotor di Subdirektorat Uji Tipe
Direktorat Sarana dan Keselamatan Transportasi Jalan masih masih menghadapi
sejumlah kendala. Banyak pelaku industri kustomisasi yang belum mengetahui
proses pelayanan kustomisasi meskipun sudah siap untuk melaksanakan sertifikasi.
Hal ini berdampak pada minimnya jumlah bengkel kustomisasi yang tersertifikasi,
dimana sejak tahun 2023 hanya terdapat 4 bengkel yang memperoleh sertifikat dari
Kementerian Perhubungan. Selain itu, proses pelayanan yang masih mengharuskan
pengajuan berkas secara langsung turut menghambat proses verifikasi,
memperlambat komunikasi antara petugas dan pemohon, serta menghambat
pemohon dalam memantau status pelayanan yang diajukan. Oleh karena itu,
diperlukan upaya perbaikan melalui pengembangan sistem pelayanan yang lebih
efektif.
Penelitian ini bertujuan merancang website pelayanan kustomisasi kendaraan
bermotor sebagai solusi digital terhadap permasalahan tersebut. Penelitian
dilakukan dengan metode Research and Development (R&D) model lima tahap
meliputi penelitian pendahuluan, pengembangan model, validasi model dengan
metode black box testing, uji efektivitas menggunakan metode User Experience
Questionnaire (UEQ), serta tahap diseminasi. Hasil pengujian menunjukkan bahwa
seluruh fungsi sistem berjalan dengan baik dan valid. Nilai UEQ juga menunjukkan
kategori excellent pada aspek daya tarik, kejelasan, dan efisiensi, serta good pada
aspek ketepatan, stimulasi, dan kebaruan. Hal ini menunjukkan hasil pengalaman

pengguna dalam menggunakan website ini berada dalam kategori sangat baik dan
layak untuk digunakan sebagai media pelayanan digital dan mampu mendukung
peningkatan kualitas layanan kustomisasi kendaraan bermotor di lingkungan
Direktorat Sarana dan Keselamatan Transportasi Jalan.

Uncontrolled Keywords: The vehicle customization service at Subdirektorat Uji Tipe Direktorat Sarana dan Keselamatan Transportasi Jalan still faces several challenges. Many customization industry players are unaware of the service procedures, despite being technically prepared to undergo certification. This has resulted in a limited number of certified customization workshops, with only four workshops having obtained certification from Kementerian Perhubungan since 2023. Furthermore, the service process, which still requires the submission of physical documents in person, hinders verification procedures, slows down communication between officers and applicants, and makes it difficult for applicants to monitor the status of their service requests. Therefore, improvements are needed through the development of a more effective and efficient service system. This study aims to design and develop a web-based motor vehicle customization service to address these issues. The research was conducted using the five-stage Research and Development (R&D) model, including preliminary research, model development, model validation using the black box testing method, effectiveness testing using the User Experience Questionnaire (UEQ) method, and the dissemination stage. The test results show that all system functions operate properly and are valid. UEQ scores indicate an excellent rating in attractiveness, clarity, and efficiency, and a good rating in dependability, stimulation, and novelty. This indicates that the user experience results in using this website fall into the excellent category and it is feasible to be used as a digital service platform, capable xvii of supporting the improvement of customization service quality for motor vehicles at Direktorat Sarana dan Keselamatan Transportasi Jalan.
