Abstract
Kota Mojokerto memiliki potensi besar dalam sektor pariwisata, Untuk
mendukung mobilitas wisatawan dan meningkatkan daya tarik pariwisata, Dinas
Perhubungan Kota Mojokerto merencanakan layanan Bus Mojokerto Tour.
Penelitian ini dilakukan untuk merancang tarif layanan Bus Mojokerto Tour
berdasarkan analisis Biaya Operasional Kendaraan (BOK), serta pendekatan
ekonomi masyarakat melalui Ability to Pay (ATP) dan Willingness to Pay (WTP).
Perhitungan BOK mengacu pada SK.687/AJ.206/DRJD/2002
Hasil analisis menunjukkan bahwa biaya operasional kendaraan (BOK) per
penumpang per perjalanan ditetapkan sebesar Rp 7.500. Rata-rata nilai Ability to
Pay (ATP) masyarakat sebesar Rp 23.500 menunjukkan bahwa masyarakat
memiliki kemampuan membayar jauh di atas kebutuhan operasional dengan nilai
rata-rata Willingness to Pay (WTP) adalah Rp 8.140, menunjukkan bahwa
keinginan masyarakat membayar tarif berada sedikit di atas BOK. Hasil
perbandingan tarif menunjukkan bahwa urutan nilainya adalah BOK < WTP < ATP.
Hal ini berarti bahwa tarif operasional sebesar Rp 7.500 masih tergolong terjangkau
bagi masyarakat dengan 85% responden menyatakan ketertarikan menggunakan
Bus Mojokerto Tour, masyarakat juga bersedia membayar tarif lebih apabila
dilengkapi dengan fasilitas informasi rute yang jelas dan sistem pembayaran yang
mudah. Tarif Rp 7.500 dianggap tidak hanya layak dari sisi ekonomi dan sosial,
tetapi juga mencerminkan efisiensi dan keberlanjutan operasional layanan.

| Uncontrolled Keywords: | Mojokerto City holds significant potential in the tourism sector. To support tourist mobility and enhance the attractiveness of local tourism, the Mojokerto City Transportation Agency has planned the operation of the Mojokerto Tour Bus service. This study was conducted to design the appropriate fare for the Mojokerto Tour Bus based on an analysis of Vehicle Operational Costs (VOC), as well as an economic assessment of the community through the approaches of Ability to Pay (ATP) and Willingness to Pay (WTP). The VOC calculation refers to SK.687/AJ.206/DRJD/2002. The analysis results show that the vehicle operational cost (VOC) per passenger per trip is set at IDR 7,500. The average ATP of the community is IDR 23,500, indicating that people have the financial capacity to pay far above the operational requirement. Meanwhile, the average WTP is IDR 8,140, suggesting that the public's willingness to pay slightly exceeds the operational cost. The comparison of values shows the following order: VOC < WTP < ATP. This indicates that the operational fare of IDR 7,500 remains affordable for the public. Furthermore, 85% of respondents expressed interest in using the Mojokerto Tour Bus, and are even willing to pay more if the service is equipped with clear route information and a convenient payment system. The fare of IDR 7,500 is considered appropriate not only from an economic and social standpoint but also reflects the efficiency and sustainability of the service operations.
