Abstract
Simpang 4 BPR Mandiri di Kota Madiun merupakan simpang tidak ber-apill
dengan tingkat konflik lalu lintas tinggi, terutama pada manuver belok kanan dari
Jalan Letjen Haryono menuju Jalan Salak. Kondisi ini menyebabkan kemacetan
saat jam sibuk dengan antrian hingga 200 meter dan penyebab kecelakaan tiap
tahunnya selama lima tahun terakhir. Penelitian ini bertujuan meningkatkan kinerja
simpang melalui perencanaan pengendalian apill menggunakan pendekatan PKJI
2023 dan simulasi PTV Vissim, dengan indikator kinerja berupa panjang antrian
dan tundaan.
Perencanaan waktu siklus dilakukan berdasarkan pola lalu lintas harian dengan
volume 24 jam menghasilkan 7 (tujuh) Plan yang mencakup jam puncak dan bukan
jam puncak serta pengendalian flasihing pada malam hari. Dari hasil simulasi
Vissim, Plan 2 dengan siklus waktu 95 detik terbukti paling efektif jika
dibandingkan dengan kondisi eksistingnya. Pada jam puncak plan 2 menghasilkan
panjang antrian 122,07 m dan tundaan sebesar 35,93 detik yang jika di bandingkan
dengan kondisi eksisting meningkatan Level Of service (LOS) simpang dari F
menjadi D. Perencanaan perlengkapan jalan seperti rambu, marka, dan dan
pemasangan apill dilakukan setelah penerapan pengendalian apill untuk
mengurangai pelanggaran lalu lintas dan potensi kecelakaan.

| Uncontrolled Keywords: | Junction 4 BPR Mandiri in Madiun City is a non-apill intersection with a high level of traffic conflict, especially in the right turn maneuver from Jalan Letjen Haryono to Jalan Salak. This condition causes congestion during peak hours with queues of up to 200 meters and causes accidents every year for the past five years. This study aims to improve intersection performance through apill control planning using the PKJI 2023 approach and PTV Vissim simulation, with performance indicators in the form of queue length and delays. Cycle time planning is carried out based on daily traffic patterns with a 24-hour volume resulting in 7 (seven) Plans which include peak hours and not peak hours as well as flasihing control at night. From the results of Vissim's simulation, Plan 2 with a time cycle of 95 seconds proved to be the most effective when compared to the existing conditions. At peak hours plan 2 resulted in a queue length of 122.07 m and a delay of 35.93 seconds which when compared to the existing conditions increased the Level Of Service (LOS) of the intersection from F to D. Planning of road equipment such as signs, markings, and and installation of apill was carried out after the implementation of apill control to reduce traffic violations and potential accidents.
