Abstract
Transportation is an important component in supporting all activities to carry out travel movements from the origin location to the destination location to meet daily needs. The Yogyakarta Special Region Transportation Service has carried out innovations related to electric-powered trishaws which aim to support the philosophical axis as a world Heritage City. One of the efforts to realize this world Heritage City is in the arrangement of transportation through the implementation of the Malioboro semi-pedestrian as a low emission zone (Low Emission Zone). Referring to the Director General of Land Transportation's Recommendation Letter No. AJ 005/3/5/DJPD/2019, namely the Ministry of Transportation gives the authority to the Yogyakarta Special Region Government to run trishaws with alternative booster power.
The government of the Yogyakarta Special Region has not yet determined and standardized electric trishaw rates. So electric trishaw rates are still based on a bargaining system. Meanwhile, tariffs are one of the benchmarks in choosing a mode. The author conducted research with the aim of determining electric trishaw tariffs based on vehicle operational costs with three tariff systems. This research produces tariff recommendations with a tariff system based on zones using the concept of the American Public Transport Association, 2009, rupiah per kilometer, and per tourist destination. After comparison, the resulting condition is that ATP>Tariff>WTP. Zone 1 Rp. 25,045> Rp. 20,000> Rp. 6,219, Zone 2 Rp. 25,045> Rp. 21,500> Rp. 5,167, and for Zone 3 Rp. 25,000> Rp. 22,500> Rp. 3,711, and for rupiah per kilometer obtained IDR 5,613.25/kilometer. This shows that the ability to pay for users of electric rickshaw transportation services is greater than their willingness to pay, users have relatively higher incomes but their utility for these services is relatively lower, users are called choiced riders.

Mengacu pada Surat Rekomendasi Dirjen Perhubungan Darat No. AJ 005/3/5/DJPD/2019, yaitu Kementrian Perhubungan memberikan kewenangan kepada Pemerintah Daerah Istimewa Yogyakarta untuk menjalankan becak dengan tenaga penguat alternatif. Penetapan dan standarisasi tarif becak listrik sampai saat ini belum diatur oleh pemerintah Daerah Istimewa Yogyakarta. Sehingga tarif becak listrik masih berdasar pada sistem tawar menawar. Sedangkan tarif adalah salah satu tolak ukur dalam pemilihan moda. Penulis melakukan penelitian yang memiliki tujuan untuk menentukan tarif becak listrik berdasarkan biaya operasional kendraan dengan tiga sistem pentarifan. Penelitian ini menghasilkan rekomendasi tarif dengan sistem pentarifan berdasarkan zona dengan menggunakan konsep American Public Transport Association, 2009, rupiah per kilometer, dan per tujuan wisata Setelah dilakukan perbandingan, dihasilkan kondisi bahwa ATP>Tarif>WTP. Zona 1 Rp.25.045>Rp20.000>Rp6.219, Zona 2 Rp.25.045>Rp21.500>Rp5.167, dan untuk Zona 3 Rp25.000>Rp22.500>Rp3.711, dan untuk rupiah per kilometer nya didapatkan Rp5.613,25/ kilometer. Hal tersebut menunjukkan bahwa kemampuan membayar pengguna jasa transportasi becak listrik lebih besar daripada kemauan membayarnya, pengguna mempunyai penghasilan yang relatif lebih tinggi tetapi utilitas terhadap jasa tersebut relatif lebih rendah, pengguna disebut choiced riders.
