Abstract
The intersection of 3 (three) Riau Main Stadium is one of the problematic intersections in Pekanbaru City with a saturation degree of 0.94 in existing conditions. The frequent occurrence of congestion makes the intersection implement Traffic Engineering Management in the form of closing semi-permanent intersections with traffic cones. However, engineering is not effective because there are still many people who violate it. This study aims to plan for signalized intersections at intersection 3 of the Riau Main Stadium using the PKJI 2023 approach and Vissim software with indikators in the form of saturation degrees, queue lengths, and delays.
The analysis of the 16-hour deflection movement survei resulted in 4 APILL phase plans, namely Plan A at the morning peak hours, Plan B at the afternoon peak hour, Plan C at the afternoon peak hours, and Flashing which started from 21.00-06.00 WIB. There are 3 recommendations for setting signalized intersections, namely with 3 protected phases, with 3 protected phases and early cut-off, and with 3 protected phases, early cut-off, and turning left on the road. The best recommendation is to set up a signalized intersection with 3 phases protected, early cut-off, and turn left continuously. The results obtained from the Vissim visualization on the recommendation resulted in an average queue length of 142.05 meters and a delay of 86.79 sec/SMP.

Seringnya terjadi kemacetan membuat simpang tersebut pernah diterapkan Manajemen Rekayasa Lalu Lintas berupa penutupan simpang semi permanen dengan traffic cone, namun rekayasa tersebut tidak efektif karena masih banyak masyarakat yang melanggar. Tujuan dari penelitian ini adalah untuk melakukan perencanaan simpang bersinyal pada Simpang 3 Stadion Utama Riau dengan menggunakan pendekatan PKJI 2023 dan perangkat lunak Vissim dengan indikator berupa derajat kejenuhan, panjang antrian, dan tundaan. Analisis dari survei gerakan membelok selama 16 jam menghasilkan 4 perencanaan fase APILL yaitu Plan A pada jam puncak pagi, Plan B pada jam puncak siang, Plan C pada jam puncak sore, dan Flashing yang dimulai dari pukul 21.00-06.00 WIB. Terdapat 3 rekomendasi pengaturan simpang bersinyal yaitu dengan 3 fase terlindung, dengan 3 fase terlindung dan early cut off, serta dengan 3 fase terlindung, early cut off, dan belok kiri jalan terus. Rekomendasi terbaik adalah pengaturan simpang bersinyal dengan dengan 3 fase terlindung, early cut off, dan belok kiri jalan terus. Adapun hasil yang didapatkan dari visualisasi Vissim pada rekomendasi tersebut menghasilkan rata-rata panjang antrian 142,05meter dan dengan tundaan sebesar 86,79 det/smp.
