Abstract

Intersection 3 of Hasanuddin University is one of the signalized intersections in Makassar City, this intersection connects Perintis Kemerdekaan street with Kampus Unhas street. This signalized intersection has a degree of saturation value of 1.00 which exceeds the minimum value of signalized intersection performance based on the 2023 Indonesian Road Capacity Guidelines and an average intersection delay of 34.1 seconds / MPH which is Level of Service D in the Minister of Transportation Regulation Number 96 of 2015. Based on this, this study aims to optimize the performance of signalized intersections with proposed traffic engineering.
This research method uses the Indonesian Road Capacity Guidelines 2023 approach in determining the cycle time and green time distribution adjusted to the traffic volume at several time periods. This research also uses the PTV Vissim application to calculate performance results for existing conditions and performance of engineering proposals in the form of average intersection queue length and average intersection delay.
The results concluded that the most optimal condition at Intersection 3 Hasanuddin University was the proposed engineering combination of signal time adjustment and geometry adjustment accompanied by the application of special stopping space for motorcycle vehicles, there was a decrease in the average queue length of the intersection by 67.0% from the existing conditions and a decrease in the average delay of the intersection by 79.7% from the existing conditions.

Berdasarkan hal tersebut penelitian ini bertujuan untuk melakukan optimalisasi kinerja simpang bersinyal dengan usulan rekayasa lalu lintas. Metode penelitian ini menggunakan pendekatan Pedoman Kapasistas Jalan Indonesia 2023 dalam menentukan waktu siklus dan distribusi waktu hijau yang disesuaaikan dengan volume lalu lintas pada beberapa periode waktu. Penelitian ini juga menggunakan aplikasi PTV Vissim untuk perhitungan hasil kinerja untuk kondisi eksisting dan kinerja dari usulan rekayasa berupa panjang antrian simpang rata-rata dan tundaan simpang rata-rata. Hasil penelitian menyimpulkan kondisi paling optimal pada Simpang 3 Universitas Hasanuddin usulan rekayasa kombinasi dari penyesuaian waktu sinyal dan penyesuaian geometri disertai penerapan ruang henti khusus kendaraan sepeda motor, terdapat penurunan panjang antrian rata-rata simpang sebesar 67,0% dari kondisi eksisiting dan penurunan tundaan rata-rata simpang sebesar 79,7% dari kondisi eksisting.
