Abstract

Feeder transport in Pekanbaru City is used as feeder transport for areas that are not passed by the Trans Pekanbaru Metro. One feeder carriage is feeder trajectory 6. Feeder Trayek 6 serves the 4 Trans Metro Corridors of Pekanbaru, namely corridors 01, 1A, 02, and 03. Tariff setting should take into account the purchasing power and willingness to pay the tariff of public transport users. The study aims to analyze the ability and willingness of the public to pay for the public transportation of feeder track 6 in the town of Pekanbaru.
This research data source is collected from two types of data: primary and secondary. Primary data consists of the results of the questionnaire distributed to the community in feeder area 6. A questionnaire is categorized into internal and accidental sampling and used to identify population characteristics. The study focused on the number of respondents, 150, with the calculation of the operating cost of the old vehicle, ability to pay (ATP) analysis, and willingness to pay (WTP). The analysis was conducted to determine the willingness and ability of the respondents to pay for a public transport service.
The operational performance of the analyzed feeder 6 trains showed an 8.4 km route with 9 MPU capacity, 14 hours of cargo operating a day, a duration of 56 minutes, 41 minutes of circulation, 10 minutes of headway, and a frequency of 6 minutes. The results of the general ATP calculation amounted to Rs 6.574 and the WTP to Rs 4.000. whereas in the student category, the ATP was Rs 5.250 and the WTP was Rs 3.673. The comparison of the value of the BOK calculation rate is the largest, followed by the ATP and WTP rates. Thus, a minimum subsidy from the government is required for the general rate of Rs. 1,441 and the student rate of Rs. 2,765.

Sumber data penelitian ini dikumpulkan dari 2 jenis data yaitu primer dan sekunder. Data primer terdiri dari hasil kuesioner yang disebarkan kepada masyarakat di kawasan feeder 6. Kuesioner dikategorikan ke dalam internal/accidental sampling yang digunakan untuk mengidentifikasi karakteristik populasi. Fokus penelitian dengan jumlah responden 150 orang dengan perhitungan biaya operasional kendaraan yang lama, analisis Ability to Pay (ATP) dan willingness to Pay (WTP). Analisis dilakukan untuk mengetahui kemauan dan kemampuan responden membayar suatu layanan angkutan umum. Metode Stated Preference digunakan untuk mengetahui kesediaan responden untuk membayar suatu layanan. Kinerja operasional kereta feeder 6 yang dianalisis menunjukkan rute sepanjang 8,4 km dengan 9 kapasitas MPU, angkutan beroperasi 14 jam per hari dengan waktu tempuh 56 menit, waktu sirkulasi 41 menit, headway 10 menit, dan frekuensi 6 menit. Hasil Perhitungan ATP umum sebesar Rp 6.574 dan WTP sebesar Rp 4.000. sedangkan pada kategori pelajar ATP sebesar Rp 5.250 dan WTP sebesar Rp 3.673. perbandingan nilai tarif perhitungan BOK paling besar, selanjutnya tarif ATP dan WTP. Dengan demikian diperlukan subsidi minimal dari pemerintah untuk tarif umum senilai Rp. 1.441 dan tarif pelajar Rp 2.765. Kata Kunci: Perencanaan armada, tarif angkutan, ATP, WTP, Kota Pekanbaru
