Abstract
One of the public transportation modes in Makassar City is pete-pete, which currently is in inadequate condition. The pete-pete fleets are over 20 years old, rusted, and unfit for operation, necessitating renewal to provide better service to public transportation users. However, the fleet renewal process faces several challenges. Many pete-pete operators are reluctant to renew their fleets due to a lack of awareness. Additionally, renewal requires more than just operational costs. The urban transportation in Makassar is privately owned, making it difficult for operators to finance the renewal.
This research aims to determine the current operational costs, operational costs after renewal, and the financial feasibility of the fleet renewal plan for pete-pete on Route D. The research was conducted by performing a financial analysis of fleet renewal using Net Present Value (NPV), Net Benefit Cost Ratio (Net B/C Ratio), and Internal Rate of Return (IRR) analysis.
The research results indicate that Route D has an operational cost (BOK) of Rp.75,349,905 with an annual revenue of Rp.120,960,000, sufficient to cover vehicle operation costs, making financial analysis for fleet renewal feasible. Post-renewal operational cost analysis shows a basic cost of Rp.2,236.27 per angkot.km, annual BOK of Rp.106,967,271, and cost per passenger-km (PNP-KM) of 183.6/PNP/Km with a revenue of Rp.183,600,000. The financial analysis of fleet renewal, using an interest rate of 6% over a 5-year operation period, concludes that the fleet renewal of pete-pete on Route D is financially feasible.

| Uncontrolled Keywords: | Salah satu angkutan umum di Kota Makassar adalah pete-pete yang saat ini kondisinya kurang memadai, saat ini pete-pete memiliki usia diatas 20 tahun dengan kondisi armada yang sudah berkarat dan tidak layak untuk beroperasi sehingga perlu adanya peremajaan agar mampu memberikan pelayan yang lebih baik kepada pengguna jasa angkutan umum. Namun dalam proses peremajaan armada terdapat beberapa permasalahan. Penyebab banyaknya angkutan kota pete-pete belum diremajakan karena kurangnya kesadaran operator untuk melakukan peremajaan. Selain itu, peremajaan memerlukan biaya lebih dari sekedar biaya operasional kendaraan. Disamping itu kepemilikan angkutan perkotaan di Kota Makassar adalah milik pribadi, sehingga operator mengalami kesulitan dalam melakukan peremajaan armada. Penelitian ini bertujuan mengetahui biaya operasional kendaraan saat ini, biaya operasional setelah peremajaan, serta kelayakan finansial rencana peremajaan armada pete-pete trayek D. Penelitian ini dilaksanakan dengan melakukan analis finansial peremajaan armada dengan menggunakan analisis Net Present Value (NPV), Net Benefit Cost Ratio (Net B/C Ratio) dan Internal Rate of Return (IRR). Hasil penelitian menunjukkan bahwa Trayek D memiliki BOK sebesar Rp.75.349.905 dengan pendapatan sebesar Rp.120.960.000 per tahun, mampu untuk menutupi biaya operasi kendaraan sehingga analisis secara finansial terkait peremajaan armada dapat dilakukan. Analisis terkait BOK setelah dilaksanakan peremajaan diperoleh hasil sebesar biaya pokok Rp.2.236,27 per angkot.km, BOK/tahun Rp.106.967.271, dan biaya angkot/PNP-KM sebesar 183,6/PNP/Km dengan pendapatan sebesar Rp.183.600.000. Analisis Finansial Peremajaan Armada, hasil analisis kriteria investasi , suku bunga yang digunakan sebesar 6%, dengan pengoperasian selama 5 tahun dapat disimpulkan bahwa peremajaan armada angkutan kota pete-pete pada Trayek D ini layak dilaksanakan.
