Abstract
Makassar City is the largest city that experiences quite serious traffic congestion problems due to the number of vehicles that far exceeds the number of residents. Although public transportation such as city transportation should be able to be a solution to overcome traffic congestion, the number of passengers and fleets has actually decreased. It is known that in City Transportation, one of the routes that has the fewest number of fleets but is still operating is Route J (Makassar Mall - Pa`baeng 2 - Perumnas Panakkukang). Therefore, it is necessary to conduct operational performance evaluation research with the aim of improving the operational performance of city transportation on route J.
The evaluation of operational performance begins with an analysis of operational performance including Load Factor, Frequency, Headway, Travel Speed, Travel Time and Vehicle Age using the PM 98 Year 2013 standard, and the Decree of the Director General of Land Transportation No. 687 Year 2002. The results obtained 4 out of 6 aspects of operational performance do not meet the standards. Then distributing questionnaires to determine the priority scale on aspects of operational performance using the AHP (Analytical Hierarchy Process) method. The results of the analysis obtained that the problematic operational performance was the load factor. So it is necessary to improve the operational performance of city transportation on route J on the load factor using the method from the Decree of the Director General of Land Transportation No. 687 Year 2002, namely adjusting the number of fleets from initially 6 fleets operating in the field to 4 fleets, so that the latest travel schedule is also prepared.

| Uncontrolled Keywords: | Kota Makassar merupakan kota terbesar yang mengalami permasalahan kemacetan dengan cukup serius akibat jumlah kendaraan yang jauh melebihi jumlah penduduk. Meskipun angkutan umum seperti angkutan kota seharusnya bisa menjadi solusi mengatasi kemacetan lalu lintas, namun jumlah penumpang dan armada justru mengalami penurunan. Diketahui bahwa pada Angkutan Kota salah satu trayek yang memiliki jumlah armada paling sedikit namun masih beroperasi yakni Trayek J (Makassar Mall – Pa`baeng 2 – Perumnas Panakkukang). Oleh karena itu, perlu dilakukan penelitian evaluasi kinerja operasional dengan tujuan untuk meningkatkan kinerja operasional angkutan kota pada trayek J. Evaluasi kinerja operasional dimulai dengan melakukan analisis kinerja operasional meliputi Faktor Muat, Frekuensi, Headway, Kecepatan Perjalanan, Waktu Perjalanan dan Umur Kendaraan dengan menggunakan standar PM 98 Tahun 2013, dan SK Dirjen Hubdat no.687 Tahun 2002. Hasil yang didapatkan 4 dari 6 aspek kinerja operasional tidak memenuhi standar. Kemudian melakukan penyebaran kuisioner untuk penentuan skala prioritas pada aspek-aspek kinerja operasional digunakan metode AHP (Analytical Hierarchy Process). Hasil Analisa didapatkan kinerja operasional yang bermasalah adalah faktor muat. Sehingga perlu dilakukan peningkatan kinerja operasional angkutan kota pada trayek J pada faktor muat dengan menggunakan metode dari SK Dirjen Hubdat no.687 Tahun 2002 yakni melakukan penyesuaian banyaknya armada yang awalnya 6 armada yang beroperasi dilapangan menjadi 4 armada, sehingga dilakukan pula penyusunan jadwal perjalanan terbaru.
