Abstract

Penggunaan kereta api sebagai moda angkutan barang semakin meningkat,
termasuk dalam layanan pengiriman barang parcel oleh UPT Terminal Angkutan
Barang Jakarta Gudang DAOP Jakarta. Namun masih sering terjadi kelebihan
muatan (overload) dan pelanggaran Standar Operasional Prosedur (SOP)
perusahaan. Penelitian ini bertujuan untuk mengetahui kesesuaian pemuatan
barang dengan kapasitas angkut gerbong serta memberikan rekomendasi strategi
pemilihan muatan barang dengan nilai muat yang maksimum. Penulis
menggunakan metode Binary Integer Linear Programming yang
diimplementasikan melalui Microsoft Excel Solver untuk mengoptimalkan
pemilihan barang yang dimuat dengan mempertimbangkan berat dan tarif. Hasil
penelitian selama 70 hari menunjukkan total kelebihan muatan sebesar 20,5 ton
dengan potensi pengurangan pendapatan sebesar Rp 16.009.125. Meskipun terjadi
penurunan pendapatan, strategi ini memberikan solusi optimal dalam menjaga
keselamatan dan kepatuhan terhadap SOP.

Uncontrolled Keywords: The utilization of railways as freight transportation mode has shown a significant increase, including in parcel delivery services managed by the Jakarta Freight Terminal Unit (UPT) DAOP 1 Jakarta. However, occurrences of overloading and violations of the company’s Standatrt Operating Procedures (SOP) are still frequently encoruntered. This study aims to examine the conformity or freight loading with the wagon’s carrying capacity and to propose a strategic recommendation for freight selecrion that achieves maximum load value. This research employs the Binary Integer Linear Programming method, implemented through Microsoft Excel Solver, to optimize the selection of goods based on their weight and associated tariff. The result of 70 days observation period reveal a total overload of 20,5 tons, with a potential revenue reduction of IDR 16,009,125. Despite the reduction in revenue, the proposed strategy offers an optimal solution for maintaining operational safety and ensuring compliance with applicable SOP.
