Abstract
Aktivitas bongkar muat barang di UPT Terminal Angkutan Barang Jakarta Gudang
memiliki risiko tinggi terhadap keselamatan kerja, terutama karena lingkungan
kerja yang padat, alat berat, dan pelaksanaan SOP yang belum maksimal. Penelitian
ini dilakukan karena masih sering ditemukan pelanggaran dalam penggunaan alat
pelindung diri (APD), kurangnya pelatihan, dan kondisi area kerja yang tidak
mendukung. Tujuan dari penelitian ini adalah untuk menganalisis penerapan K3,
mengidentifikasi risiko yang terjadi di lapangan, dan memberikan rekomendasi
perbaikan guna meningkatkan keselamatan kerja. Penelitian menggunakan tiga
metode utama, yaitu Fishbone Diagram untuk mengidentifikasi akar penyebab
masalah keselamatan, HIRARC untuk menilai dan mengklasifikasi tingkat risiko,
serta PDCA sebagai pendekatan perbaikan berkelanjutan. Hasil penelitian
menunjukkan bahwa beberapa faktor utama penyebab risiko adalah kurangnya
sosialisasi dan pelatihan K3, penggunaan APD yang tidak konsisten, serta kondisi
lingkungan kerja yang kurang layak. Permasalahan keselamatan kerja di terminal
ini bersifat kompleks dan saling berkaitan. Penerapan metode analisis yang tepat
membantu mengungkap akar masalah dan menyusun langkah perbaikan yang
kongret, seperti peningkatan pelatihan, perbaikan fasilitas, dan pengawasan rutin.
Penelitian ini diharapkan dapat menjadi dasar dalam upaya peningkatan budaya
keselamatan kerja di sektor logistik.

| Uncontrolled Keywords: | Loading and unloading activities at the Jakarta Gudang Freight Transportation Terminal UPT has a high risk to work safety, especially due to the congested work environment, heavy equipment, and the implementation of SOPs that have not been maximized. This research was carried out because violations in the use of personal protective equipment (PPE) are still often found, lack of training, and unsupportive work area conditions. The purpose of this study is to analyse the application of K3, identify risks that occur in the field, and provide recommendations for improvement to improve work safety. The study used three main methods, namely the Fishbone Diagram to identify the root cause of safety problems, HIRARC to assess and classify the level of risk, and PDCA as a continuous improvement approach. The results of the study show that some of the main factors causing risk are lack of socialization and K3 training, inconsistent use of PPE, and less suitable work environment conditions. Work safety problems at this terminal are complex and interrelated. The application of the right analytical methods helps to uncover the root cause of the problem and devise concrete remedial measures, such as increased training, facility improvements, and routine supervision. This research is expected to be the basis for efforts to improve the culture of occupational safety in the logistics sector.
