Abstract

Dalam era globalisasi yang kompetitif, efisiensi operasional menjadi kunci utama
keberhasilan perusahaan, khususnya dalam aktivitas logistik dan distribusi.
Penelitian ini bertujuan untuk menganalisis kebutuhan tenaga kerja di Gudang
Semen Semarang Pethek menggunakan pendekatan Full Time Equivalent (FTE)
dan Workload Analysis (WLA). Fokus utama penelitian adalah bagian Kerani, yang
memiliki beban kerja intensif akibat leher volume distribusi dan ketidakteraturan
jadwal kedatangan kereta api. Hasil analisis menunjukkan bahwa nilai FTE sebesar
1,38 dan WLA sebesar 0,38 (khusus untuk beban lembur) menghasilkan total
kebutuhan tenaga kerja sebesar 1,52 orang. Dengan pembulatan dan
mempertimbangkan faktor tunjangan sebesar 10%, dibutuhkan dua orang pegawai
pada bagian tersebut untuk menangani beban kerja secara optimal. Penambahan
personel ini diharapkan dapat mengurangi risiko kelelahan, menurunkan tingkat
kesalahan kerja, serta meningkatkan efisiensi dalam aktivitas bongkar muat dan
pencatatan. Penelitian ini menekankan pentingnya pendekatan berbasis data dalam
perencanaan tenaga kerja, yang tidak hanya mendukung operasional gudang tetapi
juga meningkatkan daya saing perusahaan. Selain itu, pendekatan ini relevan untuk
diterapkan pada sektor logistik lainnya, termasuk sektor pemerintahan, guna
menciptakan sistem kerja adaptif yang efisien. Hasil penelitian ini diharapkan
memberikan kontribusi yang signifikan dalam pengelolaan SDM berbasis data
aktual dan menjadi acuan strategi dalam pengambilan keputusan ketenagakerjaan
serta pengembangan SDM di masa depan.

Uncontrolled Keywords: In the era of competitive globalization, operational efficiency is the main key to the company's success, especially in logistics and distribution activities. This study aims to analyze the needs of workers at the Semarang Pethek Cement Warehouse using the Full Time Equivalent (FTE) and Workload Analysis (WLA) approaches. The main focus of the study is the Kerani section, which has an intensive workload due to the neck of the distribution volume and the irregularity of the train arrival schedule. The results of the analysis showed that the FTE value of 1.38 and WLA of 0.38 (specifically for overtime load) resulted in a total workforce requirement of 1.52 people. By rounding and considering the allowance factor of 10%, two employees are needed in the section to handle the workload optimally. The addition of these personnel is expected to reduce the risk of fatigue, reduce the rate of work errors, and increase efficiency in loading and unloading and recording activities. This research emphasizes the importance of a data-driven approach in workforce planning, which not only supports warehouse operations but also improves the competitiveness of companies. In addition, this approach is relevant to be applied to other logistics sectors, including the government sector, in order to create an efficient adaptive work system. The results of this study are expected to make a significant contribution to the management of human resources based on actual data and become a reference for strategies in employment decision-making and human resource development in the future.
