Abstract
Hak pemenuhan kebutuhan masyarakat dijamin oleh undang-undang dan
kepada penyelenggara pelayanan publik wajib dalam melaksanakannya. Sebagai
bagian dari amanat konstitusional, penyelenggaraan pelayanan publik harus
senantiasa mengedepankan asas-asas transparansi dan akuntabilitas sesuai Undang-
Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik. Peningkatan transparansi
dan akuntabilitas penyelenggaraan pelayanan publik idealnya bisa tercapai dengan
penerapan e-government. Namun dalam praktiknya, implementasi e-government
belum terlaksana dengan baik sementara undang-undang telah mengamanatkan
penerapanya dalam kegiatan operasional sehari-hari. Contohnya dapat dilihat pada
UPTD PKB Kota Manado yang saat ini belum memiliki e-government seperti
website informasi layanan dimana menyebabkan pengguna layanan mengalami
kesulitan dalam memperoleh informasi pengujian berkala dan kesulitan dalam
memvalidasi masa berlaku lulus uji pada kondisi tertentu.
Penelitian ini bertujuan untuk merancang website layanan UPTD PKB Kota
Manado dan mencari tahu hasil uji coba sistem informasi UPTD PKB Kota.
Penelitian ini menggunakan Research and Development (R&D) model ADDIE
meliputi proses analysis, design, development, implementation, dan evaluation.
Berdasarkan hasil penelitian menunjukkan bahwa seluruh aspek website berjalan
dengan baik/valid dibuktikan dengan validasi black box testing dan validasi isi oleh
ahli materi. Kemudian terkait evaluasi sistem informasi menggunakan metode

System Usability Scale diperoleh nilai yaitu sebesar 84,1 dimana menunjukkan
bahwa website sistem informasi diterima, mudah digunakan, dan
direkomendasikan.

| Uncontrolled Keywords: | The right to fulfill the needs of the community is guaranteed by law and public service providers are obliged to implement it. As part of the constitutional mandate, public service delivery must always prioritize the principles of transparency and accountability in accordance with Law Number 25 of 2009 concerning Public Services. Increased transparency and accountability in public service delivery can ideally be achieved by implementing e-government. However, in practice, the implementation of e-government has not been well implemented while the law has mandated its application in daily operational activities. An example can be seen in UPTD PKB Manado City which currently does not have e- government such as a service information website which causes service users to experience difficulties in obtaining periodic testing information and difficulties in validating the validity period of passing the test under certain conditions. This study aims to design the UPTD PKB Manado City service website and find out the results of the UPTD PKB City information system trial. This research uses the Research and Development (R&D) ADDIE model including the process of analysis, design, development, implementation, and evaluation. Based on the results of the study, it shows that all aspects of the website are running well/valid as evidenced by black box testing validation and content validation by material experts. Then related to the evaluation of the information system using the System 4 Usability Scale method, a value of 84.1 is obtained which shows that the information system website is accepted, easy to use, and recommended.
