Abstract
UP PKB Pulo Gadung ditunjuk sebagai pelaksana pengujian fisik kendaraan
lelang negara, namun belum memiliki Standar Operasional Prosedur (SOP) khusus
dan sistem pelayanan berbasis digital. Selama ini, proses pengujian masih
dilakukan secara manual, sehingga rawan kehilangan data, prosesnya lambat, dan
kurang transparan. Kondisi ini menjadi latar belakang dari penelitian yang
bertujuan menyusun SOP pengujian kendaraan lelang dan mengembangkan sistem
informasi berbasis website sebagai upaya digitalisasi pelayanan. Penelitian ini
menggunakan metode pengembangan sistem Waterfall, dengan tahapan analisis
kebutuhan, desain, implementasi, pengujian, dan evaluasi. Teknik pengumpulan
data dilakukan melalui observasi, wawancara, dokumentasi, studi literatur, serta
kuesioner untuk menilai kegunaan sistem.
Hasil penelitian menunjukkan SOP pengujian kendaraan lelang berhasil
dirancang dalam sepuluh tahapan terstruktur, dari penerimaan berkas hingga
pencetakan hasil uji. Website pengujian yang dikembangkan menggunakan
framework Laravel dan Bootstrap terbukti berjalan dengan baik berdasarkan hasil
pengujian Black Box Testing. Evaluasi usability menggunakan metode System
Usability Scale (SUS) menghasilkan nilai rata-rata sebesar 99,61, tergolong dalam
kategori “Best Imaginable”. Kesimpulannya, penerapan SOP dan website ini
mampu meningkatkan efisiensi, kecepatan layanan, serta akuntabilitas pelayanan
pengujian. Saran yang diberikan adalah agar sistem ini terus dikembangkan dengan
fitur tambahan seperti integrasi alat uji dan database, serta dilaksanakan pelatihan
bagi petugas agar mampu mengoperasikan sistem secara optimal.

| Uncontrolled Keywords: | UP PKB Pulo Gadung has been appointed as the official unit for conducting physical inspections of state-auctioned vehicles. However, it lacks specific Standard Operating Procedures (SOP) and a digital service system to support this task. Currently, the inspection process is carried out manually, which increases the risk of data loss, slows down the workflow, and limits transparency. This research aims to develop an SOP for auction vehicle inspection and a website-based information system to support service digitalization. The study adopts the Waterfall development model, consisting of requirement analysis, system design, implementation, testing, and evaluation. Data collection methods include observation, interviews, documentation, literature study, and questionnaires for system usability assessment. The research resulted in a structured SOP comprising ten stages, from document submission to result issuance. The developed website, built using Laravel and Bootstrap, was tested using Black Box Testing and achieved full functional reliability. Furthermore, the System Usability Scale (SUS) evaluation produced an average score of 99.61, categorized as “Best Imaginable,” indicating excellent user acceptance. In conclusion, the implementation of SOPs and a web-based system significantly improves the efficiency, speed, and accountability of the vehicle inspection service. The study recommends continued development by integrating testing equipment and databases and providing training to ensure optimal system use by staff.
