Abstract

Seiring meningkatnya jumlah kendaraan bermotor, kebutuhan akan sistem
pengujian yang andal dan efisien menjadi semakin penting. UPT PKB Kabupaten
Sidoarjo mengalami permasalahan dalam kapasitas pelayanan, di mana jumlah
kendaraan bermotor wajib uji (KBWU) mencapai rata-rata 303 unit per hari,
sedangkan kapasitas ideal hanya sekitar 103 unit. Permasalahan lain yang
diidentifikasi antara lain antrean panjang, penggunaan alat uji yang belum optimal,
dan keterbatasan sarana serta prasarana penunjang. Penelitian ini bertujuan untuk
merancang desain gedung pengujian baru dan tata letak alat uji yang sesuai standar
teknis dan kebutuhan lapangan. Metode yang digunakan adalah Research and
Development (R&D) dengan pendekatan observasi, wawancara, studi literatur, serta
pemodelan desain menggunakan aplikasi SketchUp. Desain yang diusulkan
mencakup bangunan pengujian dengan tiga lajur uji berdasarkan berat kendaraan,
penerapan sistem drive thru untuk mempercepat pelayanan administrasi, serta
penataan alat uji berdasarkan urutan logis dan keselamatan kerja. Fasilitas
pendukung seperti ruang tunggu, mushola, kamar mandi, dan kantin juga dirancang
untuk meningkatkan kenyamanan pengguna. Desain ini diharapkan mampu
meningkatkan kapasitas layanan, mengurangi waktu antrean, dan memberikan
pengalaman pelayanan yang lebih baik bagi masyarakat.

Uncontrolled Keywords: As the number of motorized vehicles increases, the need for a reliable and efficient testing system becomes increasingly important. The Sidoarjo District PKB UPT is experiencing problems in service capacity, where the number of motorized vehicles subject to testing (KBWU) reaches an average of 303 units per day, while the ideal capacity is only around 103 units. Other problems identified include long queues, suboptimal use of test equipment, and limited supporting facilities and infrastructure. This research aims to design a new test building and test equipment layout that meets technical standards and field needs. The method used is Research and Development (R&D) with an observation approach, interviews, literature studies, and design modeling using the SketchUp application. The proposed design includes a testing building with three test lanes based on vehicle weight, the application of a drive thru system to speed up administrative services, as well as the arrangement of test equipment based on logical order and work safety. Supporting facilities such as waiting rooms, prayer rooms, bathrooms, and canteens are also designed to improve user comfort. This design is expected to increase service capacity, reduce queuing time, and provide a better service experience for the community.
