Abstract
Penelitian ini bertujuan untuk meningkatkan pelayanan akreditasi di
Subdirektorat Uji Berkala Direktorat Sarana Transportasi Jalan melalui
pengembangan sistem digital yang berbasis website. Pelayanan akreditasi yang
sebelumnya dilakukan secara manual dianggap kurang efisien dan memerlukan
peralihan ke teknologi informasi agar proses dapat berjalan dengan lebih cepat,
transparan, dan terlaksana dengan baik.
Penelitian ini menerapkan metode Research and Development (R&D)
dengan pendekatan model 4D (Define, Design, Development, Disseminate) dalam
merancang sistem informasi digital. Sistem ini dirancang agar pengguna (PIC
UPPKB) dapat mengunggah dokumen akreditasi secara online, sementara admin
dan validator dapat melaksanakan verifikasi, validasi, dan penilaian melalui
dashboard yang tersedia. Pengujian fungsional dilakukan dengan metode Black Box
Testing, dan hasilnya menunjukkan bahwa semua fitur sistem berfungsi sesuai
dengan yang dirancang.
Selain itu, dilakukan uji kelayakan sistem menggunakan kuesioner
usabilitas yang memberikan skor rata-rata 90,25% dari user dan 81% dari admin,
sehingga sistem dinyatakan sangat layak. Temuan ini menunjukkan bahwa sistem
yang dikembangkan telah memenuhi kebutuhan pengguna dan mendukung
pelaksanaan akreditasi dengan efisien. Penelitian ini juga menghasilkan dokumen
Standar Operasional Prosedur (SOP) sebagai panduan pelaksanaan sistem agar
dapat diadaptasi dan diterapkan secara menyeluruh di lingkungan kerja yang sesuai.

| Uncontrolled Keywords: | This research aims to enhance the accreditation service at the Sub- Directorate of Periodic Testing, Directorate of Road Transportation Facilities, by developing a web-based digital system. The previous accreditation process, which was carried out manually, was considered inefficient and in need of a shift to information technology to ensure a faster, more transparent, and more effective process. This study employs the Research and Development (R&D) method, utilizing the 4D model approach (Define, Design, Development, Disseminate), to design a digital information system. The system is designed to enable users (PIC UPPKB) to upload accreditation documents online, while administrators and validators can perform verification, validation, and assessment through the available dashboard. Functional testing was conducted using the Black Box Testing method, and the results showed that all system features functioned as intended. Additionally, a usability evaluation was conducted using a questionnaire, which yielded an average score of 90.25% from users and 81% from administrators, indicating that the system is highly feasible. These findings demonstrate that the developed system has met user needs and supports the accreditation process efficiently. This research also produced a Standard Operating Procedure (SOP) document as an implementation guide, enabling the system to be adopted and applied comprehensively in relevant work environments.
