Abstract
Pelayanan publik yang efisien dan transparan adalah esensial, terutama
dalam penerbitan Sertifikat Registrasi Uji Tipe (SRUT) kendaraan lelang di
Direktorat Sarana Transportasi Jalan. Proses manual saat ini menimbulkan
inefisiensi dan ketidakpastian. Penelitian ini bertujuan merancang dan
mengevaluasi website serta standar pelayanan SRUT kendaraan lelang guna
mendukung e-government dan meningkatkan kualitas layanan.
Metode yang digunakan Metode yang digunakan adalah Research and
Development (R&D) dengan pendekatan model 4D (Define, Design, Develop,
Disseminate), meliputi perancangan website UML (Unified Modeling Language )
dengan beberapa tipe yaitu Use case dan Activity Diagram. Pengujian
fungsionalitas dilakukan melalui Black Box Testing. Evaluasi kegunaan sistem
diukur dengan System Usability Scale (SUS) dan penilaian standar pelayanan
berdasarkan Keputusan Direktur Sarana Transportasi Jalan Nomor:
SK.70/AJ.202/DSTJ/XI/2023. Data dikumpulkan melalui observasi, wawancara,
dan kuesioner kepada staf dan pemohon SRUT kendaraan lelang periode Januari.
Hasil menunjukkan website berhasil memfasilitasi pengajuan SRUT secara
digital, mulai dari unggah berkas hingga notifikasi. Black Box Testing
mengonfirmasi fungsionalitas berjalan baik. Evaluasi SUS menunjukkan hasil
79,16 dengan kategori Grade B (74 - 80.3) dan kuesioner standar pelayanan
menunjukkan nilai 79,27 dengan kategori puas. Website ini diharapkan
mempercepat proses administrasi dan mempermudah akses layanan, menjadi model
digitalisasi layanan publik yang efektif.

| Uncontrolled Keywords: | Efficient and transparent public services are essential, especially in the issuance of Type Testing Registration Certificates (SRUT) for auction vehicles at the Directorate of Road Transportation Facilities. The current manual process leads to inefficiency and uncertainty. This research aims to design and evaluate a website and service standards for SRUT auction vehicles to support e-government and improve service quality. The method used is Research and Development (R&D) with a 4D model approach (Define, Design, Develop, Disseminate), which includes the design of a UML (Unified Modeling Language) website with several types namely Use Case and Activity Diagram. Functional testing is conducted through Black Box Testing. System usability evaluation is measured using the System Usability Scale (SUS) and service standard assessment based on the Director's Decision on Road Transport Facilities Number: SK.70/AJ.202/DSTJ/XI/2023. Data is collected through observation, interviews, and questionnaires from staff and applicants of the auction vehicle SRUT for the January period. The results show that the website successfully facilitates the submission of SRUT digitally, from document upload to notifications. Black Box Testing confirms that the functionality is performing well. The SUS evaluation shows a score of 79.16 with a Grade B category (74 - 80.3), and the standard service questionnaire shows a score of 79.27 with a satisfactory category. This website is expected to expedite the administrative process and ease access to services, serving as an effective model for the digitalization of public services.
