Abstract
Pelayanan pengujian kendaraan bermotor merupakan bagian dari pelayanan
publik yang wajib diselenggarakan secara efisien dan terstruktur. Peningkatan
efisiensi waktu pelayanan di UPTD Pengujian Kendaraan Bermotor Kota Manado
dapat dilakukan melalui perancangan ulang tata letak gedung dan alur pelayanan.
Permasalahan utama yang ditemukan adalah penumpukan kendaraan dan alur
sirkulasi yang tidak teratur akibat tata letak fasilitas yang kurang optimal. Kondisi
ini menyebabkan waktu pelayanan melebihi standar yang telah ditetapkan dan
berpotensi menimbulkan risiko keselamatan kerja.
Metode yang digunakan dalam penelitian ini adalah Research and
Development (R&D) yang mencakup tahap identifikasi masalah, pengumpulan
data, perancangan desain usulan, simulasi pergerakan kendaraan, serta uji coba
langsung. Desain usulan disusun dengan pemisahan jalur masuk dan keluar,
pemindahan loket pendaftaran ke lokasi yang lebih strategis, penambahan loket
penyerahan hasil uji, serta optimalisasi area parkir. Hasil uji coba menunjukkan
adanya penurunan waktu pelayanan sebesar 16 menit 34 detik menunjukkan bahwa
penerapan desain baru berhasil meningkatkan efisiensi proses pelayanan. Penelitian
ini diharapkan dapat memberikan kontribusi nyata dalam perbaikan sistem
pelayanan publik di bidang pengujian kendaraan bermotor.

| Uncontrolled Keywords: | Motor vehicle testing services are part of public services that must be organized efficiently and in a structured manner. Increasing the efficiency of service time at the UPTD Manado City Motor Vehicle Testing can be done by redesigning the building layout and service flow. The main problems found were the accumulation of vehicles and irregular circulation flow due to less than optimal facility layout. This condition causes service time to exceed the established standards and has the potential to pose a risk to occupational safety. The method used in this study is Research and Development (R&D) which includes the stages of problem identification, data collection, design proposal design, vehicle movement simulation, and direct trials. The proposed design is prepared by separating entry and exit routes, moving the registration counter to a more strategic location, adding a test result submission counter, and optimizing the parking area. The results of the trial showed a decrease in service time by 16 minutes 34 seconds, indicating that the implementation of the new design has succeeded in increasing the efficiency of the service process. This research is expected to provide a real contribution to improving the public service system in the field of motor vehicle testing.
