Abstract

Peningkatan signifikan jumlah permohonan sertifikasi bengkel konversi
serta penerbitan SUT dan SRUT setiap tahun belum diimbangi dengan sistem
layanan yang optimal. Proses yang masih dilakukan secara manual menyebabkan
antrean panjang, keterlambatan, risiko kehilangan arsip, dan rendahnya efisiensi
layanan. Kurangnya integrasi digital juga memperlambat proses verifikasi serta
menyulitkan pemohon dalam memantau status permohonan. Penelitian ini
bertujuan untuk merancang dan mengembangkan Web Application Sertifikasi
Bengkel Konversi dan Penerbitan SUT dan SRUT guna menjawab permasalahan
tersebut. Metode yang digunakan adalah Research and Development (R&D) dengan
pendekatan model 4D (Define, Design, Develop, Disseminate). Sistem
dikembangkan menggunakan framework Laravel berdasarkan hasil observasi dan
wawancara langsung dengan pihak terkait.
Pengujian sistem dilakukan dengan metode Blackbox Testing menggunakan
pendekatan Functional Testing, Equivalence Partitioning, dan State Transition
Testing, yang menunjukkan bahwa seluruh modul sistem berjalan dengan baik tanpa
ditemukan kesalahan fungsional. Evaluasi implementasi dilakukan melalui metode
System Usability Scale (SUS) dengan hasil skor rata-rata sebesar 80,0 yang masuk
dalam kategori “Excellent” dan tingkat penerimaan “Acceptable”. Hasil ini
membuktikan bahwa sistem tidak hanya layak dari sisi teknis, tetapi juga memenuhi
aspek kenyamanan dan kemudahan penggunaan bagi pengguna. Dengan demikian,
sistem yang dikembangkan memiliki potensi besar untuk diimplementasikan secara
lebih luas sebagai solusi digital yang mendukung peningkatan efisiensi,
transparansi, dan akuntabilitas dalam layanan sertifikasi kendaraan hasil konversi
di lingkungan Direktorat Sarana dan Keselamatan Transportasi Jalan.

Uncontrolled Keywords: The significant increase in certification requests for conversion workshops, as well as the issuance of SUT and SRUT for converted vehicles each year, has not been matched by an optimal service system. The process, which is still carried out manually, leads to long queues, delays, risk of document loss, and low service efficiency. The lack of digital integration also slows down the verification process and makes it difficult for applicants to track the status of their requests. This study aims to design and develop a Web Application for the Certification of Conversion Workshops and the Issuance of SUT and SRUT to address these issues. The method used is Research and Development (R&D) with a 4D model approach (Define, Design, Develop, Disseminate). The system was developed using the Laravel framework based on observations and direct interviews with relevant parties. System testing was carried out using the Black Box Testing method with Functional Testing, Equivalence Partitioning, and State Transition Testing approaches, which showed that all system modules operated properly without any functional errors. Implementation evaluation was conducted using the System Usability Scale (SUS) method, resulting in an average score of 80.0, classified as “Excellent” with an “Acceptable” level of acceptance. These results indicate that the system is not only technically feasible but also meets usability and user comfort standards. Therefore, the developed system has great potential to be widely implemented as a digital solution that supports increased efficiency, transparency, and accountability in the certification services of converted vehicles within the Direktorat Sarana dan Keselamatan Transportasi Jalan.
