Abstract
Kawasan persimpangan di Jalan Arif Margono Kota Malang memiliki dua simpang
dengan jarak yang berdekatan yaitu pada Simpang Kasin yang merupakan simpang
apill dan Simpang Yulius Usman yang merupakan simpang tanpa apill, dengan jarak
antar simpang 175 meter. Jarak antar simpang yang pendek menyebabkan konflik
pergerakan lalu lintas, peningkatan panjang antrian, dan durasi tundaan, terutama
pada lengan selatan Simpang Kasin yang sering terdampak hingga ke Simpang
Yulius Usman. Penelitian ini bertujuan untuk mengevaluasi kinerja eksisting
simpang dan menyusun desain rekayasa lalu lintas yang optimal guna mengatasi
permasalahan tersebut. Metode yang digunakan dalam penelitian ini adalah
Pedoman Kapasitas Jalan Indonesia (PKJI) 2023 dan pemodelan microsimulation
menggunakan perangkat lunak Vissim. Evaluasi kinerja dilakukan berdasarkan
parameter tundaan dan panjang antrian, mengacu pada Peraturan Menteri
Perhubungan Nomor 96 Tahun 2015. Untuk memperoleh hasil yang mendekati
kondisi nyata di lapangan, dilakukan proses kalibrasi dan validasi menggunakan
parameter perilaku mengemudi (driving behaviour) dan uji statistik GEH (Geoffrey
E. Havers). Hasil simulasi menunjukkan bahwa penerapan kombinasi optimalisasi
waktu siklus, koordinasi antar simpang, dan perencanaan geometrik simpang baru
mampu menurunkan panjang antrian hingga 63% dan tundaan hingga 79%. Nilai
performance index juga mengalami penurunan dari 54,017 pada kondisi eksisting
menjadi 48,743 setelah penerapan desain usulan. Penelitian ini diharapkan dapat

meningkatkan kelancaran arus lalu lintas, mengurangi waktu tempuh, serta
memberikan rasa aman dan nyaman bagi pengguna jalan.

| Uncontrolled Keywords: | The intersection area on Arif Margono street in Malang City has two intersections with close distances, namely the Kasin Intersection which is a fire intersection and the Yulius Usman Intersection which is an intersection without a fire, with a distance between the intersections of 175 meters. The short distance between the intersections causes traffic movement conflicts, increased queue lengths, and delay durations, especially on the southern arm of the Kasin Intersection which is often affected up to the Yulius Usman Intersection. This study aims to evaluate the performance of the existing intersection and develop an optimal traffic engineering design to overcome these problems. The methods used in this study are the 2023 Indonesian Road Capacity Guidelines (PKJI) and microsimulation modeling using Vissim software. Performance evaluation is carried out based on delay and queue length parameters, referring to the Minister of Transportation Regulation Number 96 of 2015. To obtain results that are close to real conditions in the field, a calibration and validation process is carried out using driving behavior parameters and the GEH statistical test (Geoffrey E. Havers). Simulation results show that the combined application of cycle time optimization, inter-intersection coordination, and geometric planning of the new intersection can reduce queue lengths by up to 63% and delays by up to 79%. The performance index value also decreased from 54.017 in the existing condition to 48.743 after the implementation of the proposed design.
