Abstract
Kota Madiun belum memiliki layanan angkutan umum yang menjangkau seluruh
wilayah, sementara pertumbuhan kendaraan pribadi terus meningkat. Berdasarkan
RPJPD Kota Madiun Tahun 2025–2045, ketiadaan sistem angkutan umum berbasis
Buy The Service (BTS) menjadi isu utama dalam pembangunan sektor transportasi.
Penelitian ini bertujuan merancang rute angkutan umum berbasis permintaan
perjalanan masyarakat dengan pendekatan Four Step Model, yang meliputi trip
generation, trip distribution, mode choice, dan trip assignment. Data diperoleh dari
survei wawancara perjalanan dan stated preference, lalu diolah untuk menyusun
matriks asal–tujuan dan mengestimasi potensi permintaan.
Perancangan rute mengacu pada distribusi perjalanan potensial dan jaringan jalan
arteri yang sesuai untuk dilalui angkutan umum. Hasil analisis menunjukkan bahwa
pusat kegiatan kota, terutama kawasan perdagangan dan pemerintahan, memiliki
intensitas pergerakan tertinggi. Rute dirancang menghubungkan permukiman dari
beberapa wilayah kajian menuju pusat kegiatan (CBD). Dua usulan rute dibuat, dan
pengujian dilakukan pada Usulan 2 sebagai trayek yang di simulasikan. Simulasi di
PTV Visum menunjukkan bahwa rute dapat mengurangi volume kendaraan pribadi
dan mendorong perpindahan moda.
Hasil studi ini menjadi dasar teknis perencanaan angkutan berbasis permintaan dan
acuan pengembangan sistem transportasi kota yang berkelanjutan dan terintegrasi.

| Uncontrolled Keywords: | The City of Madiun currently lacks a public transportation service that covers all areas, while the growth of private vehicles continues to rise. According to the City of Madiun's Long-Term Development Plan (RPJPD) 2025–2045, the absence of a Buy The Service (BTS)-based public transport system is a major issue in transportation sector development. This study aims to design public transport routes based on community travel demand using the Four Step Model approach, which includes trip generation, trip distribution, mode choice, and trip assignment. Data were collected through travel interviews and stated preference surveys, then processed to develop origin–destination matrices and estimate potential demand. Route planning refers to the distribution of potential trips and arterial road networks suitable for public transport. Analysis shows that the city's activity centers, particularly commercial and government areas, have the highest movement intensity. Routes were designed to connect residential areas in several study zones to the central business district (CBD). Two route proposals were developed, with Proposal 2 selected for simulation. Simulation using PTV Visum showed that the proposed route can reduce private vehicle volume and encourage modal shift. The results of this study provide a technical basis for demand-based transport planning and a reference for the development of a sustainable and integrated urban transport system.
