Abstract
Kemacetan lalu lintas di kawasan perkotaan, seperti di Kota Mojokerto,
menjadi persoalan utama yang berdampak pada penurunan efisiensi perjalanan.
Salah satu titik kemacetan terdapat di Simpang 4 Gajah Mada – Sawunggaling
akibat ketidaksesuaian waktu siklus APILL dengan kondisi volume lalu lintas yang
fluktuatif. Penelitian ini bertujuan untuk meningkatkan kinerja simpang dengan
mengoptimalkan siklus waktu APILL melalui desain plan harian. Metode penelitian
menggunakan kombinasi analisis PKJI 2023 dan simulasi mikroskopik dengan
perangkat lunak PTV VISSIM. Data primer dikumpulkan melalui survei geometri
jalan, volume lalu lintas (CTMC), dan kecepatan kendaraan, sedangkan data
sekunder meliputi peta jaringan jalan dan tata guna lahan. Simulasi divalidasi
dengan metode GEH untuk memastikan akurasi model. Hasil penelitian
menunjukkan kondisi eksisting memiliki derajat kejenuhan yang melebihi ambang
batas optimal (Dj >0,85), dengan panjang antrian mencapai 156 meter. Penerapan
tujuh plan harian dengan penyesuaian waktu siklus dan fase sinyal efektif
menurunkan tundaan dan panjang antrian secara signifikan. Kesimpulannya,
optimalisasi siklus APILL berbasis plan harian mampu meningkatkan efisiensi lalu
lintas di simpang perkotaan. Rekomendasi ini diharapkan menjadi acuan bagi
pemerintah daerah dalam pengelolaan lalu lintas yang adaptif terhadap dinamika
volume kendaraan.

| Uncontrolled Keywords: | Traffic congestion in urban areas, such as Mojokerto City, is a major problem that has an impact on reducing travel efficiency. One of the significant congestion points is at the Gajah Mada - Sawunggaling Intersection 4 due to the mismatch of the APILL cycle time with the fluctuating traffic volume conditions. This research aims to improve the intersection performance by optimizing the APILL cycle time through daily plan design. The research method used a combination of PKJI 2023 analysis and microscopic simulation with PTV VISSIM software. Primary data were collected through surveys of road geometry, traffic volume (CTMC), and vehicle speed, while secondary data included road network maps and land use. Simulations were validated using the GEH method to ensure model accuracy. The results showed that the existing conditions had a degree of saturation that exceeded the optimal threshold (Dj>0,85), with queue lengths reaching 156 meters. The implementation of four daily plans with adjustments to the cycle time and signal phase effectively reduces the delay time and queue length significantly. In conclusion, the optimization of traffic signal cycles based on daily plans can improve traffic efficiency at urban intersections. This recommendation is expected to be a reference for local governments in managing traffic that is adaptive to the dynamics of vehicle volumes.
