Abstract
Transportasi memainkan peranan penting dalam mendukung sektor
pariwisata, khususnya dalam menunjang mobilitas wisatawan secara efektif dan
efisien. Di Kota Madiun, layanan Bus Wisata Madiun On Tour (Mabour) telah hadir
sebagai moda transportasi wisata, namun hingga kini belum memiliki rute tetap.
Operasional yang masih fleksibel dan hanya melayani satu destinasi favorit
menyebabkan ketimpangan distribusi wisatawan serta kurang optimalnya potensi
destinasi lain. Penelitian ini bertujuan untuk menganalisis perencanaan rute bus
Mabour secara lebih sistematis dan berbasis data, menggunakan metode Analytical
Hierarchy Process (AHP).
AHP dipilih karena mampu membandingkan berbagai kriteria secara
simultan, yaitu daya tarik wisata, aksesibilitas, dan jarak tempuh. Data diperoleh
melalui kuesioner dan wawancara langsung kepada 170 responden yang merupakan
wisatawan dan masyarakat lokal. Hasil analisis menunjukkan bahwa kriteria daya
tarik wisata memiliki bobot tertinggi sebesar 0,46, diikuti oleh aksesibilitas dan
jarak tempuh masing-masing sebesar 0,27. Berdasarkan perhitungan dan peringkat
alternatif destinasi, Pahlawan Street Center, Alun-Alun Kota Madiun, dan Taman
Bantaran menjadi tiga destinasi prioritas dalam perencanaan rute. Rekomendasi rute
tetap ini diharapkan dapat meningkatkan pemerataan kunjungan wisatawan,
mengurangi antrean, serta mendukung keberlanjutan dan daya saing sektor
pariwisata Kota Madiun.

| Uncontrolled Keywords: | Transportation plays a vital role in supporting the tourism sector, particularly in facilitating tourist mobility in an effective and efficient manner. In Madiun City, the Madiun On Tour (Mabour) tourist bus has been introduced as a tourism transport service, yet it currently lacks a fixed route. Its flexible operation and focus on a single destination have led to an imbalance in tourist distribution and underutilization of other potential attractions. This study aims to analyze route planning for the Mabour tourist bus using the Analytical Hierarchy Process (AHP) method. AHP was chosen due to its ability to simultaneously evaluate multiple criteria, namely tourist attraction, accessibility, and travel distance. Data was collected through questionnaires and interviews with 170 respondents, consisting of both tourists and local residents. The analysis revealed that the "tourist attraction" criterion had the highest weight at 0.46, followed by accessibility and distance, each at 0.27. Based on the ranking of destination alternatives, Pahlawan Street Center, Madiun City Square, and Taman Bantaran emerged as the top three priority destinations. The recommended fixed route is expected to improve the distribution of tourist visits, reduce queuing times, and enhance the effectiveness and sustainability of tourism transportation services in Madiun City. Ultimately, this effort supports the competitiveness and long-term development of the city's tourism sector.
