Abstract
Terminal Hamid Rusdi Kota Malang merupakan simpul transportasi tipe B
yang berfungsi melayani angkutan antarkota dalam provinsi (AKDP) di wilayah
selatan Kota Malang. Namun, sejak operasional kembali pada Februari 2023,
aktivitas terminal masih minim dan tidak dimanfaatkan secara optimal oleh
pengguna dan penyedia jasa angkutan. Berdasarkan kondisi tersebut, penelitian ini
bertujuan untuk mengevaluasi pelayanan Terminal Hamid Rusdi berdasarkan
persepsi pengguna dan penyedia jasa angkutan, mengukur kesenjangan antara
harapan dan kenyataan layanan menggunakan metode Importance Performance
Analysis (IPA) dan GAP Analysis, serta merumuskan strategi pengembangan
melalui analisis SWOT. Penelitian ini menggunakan pendekatan kuantitatif dengan
pengumpulan data primer melalui survei kuesioner kepada 381 responden, yang
terdiri dari 197 penumpang dan 184 supir, serta inventarisasi fasilitas terminal
berdasarkan indikator Standar Pelayanan Minimal (SPM) sesuai PM Perhubungan
No. 40 Tahun 2015.
Hasil penelitian menunjukkan bahwa terdapat beberapa atribut pelayanan
yang masuk dalam Kuadran A IPA, menandakan bahwa aspek-aspek tersebut
dianggap penting namun memiliki kinerja yang rendah, antara lain fasilitas
keamanan, keramahan petugas, informasi gangguan kendaraan, penerangan, rumah
makan, serta perbaikan kendaraan umum. GAP Analysis juga menunjukkan nilai
negatif pada mayoritas indikator, yang mengindikasikan ketidaksesuaian antara
ekspektasi dan kenyataan. Berdasarkan hasil analisis SWOT, strategi
pengembangan difokuskan pada upaya meningkatkan fasilitas dan pelayanan dasar
terminal, memperkuat kolaborasi dengan pemangku kepentingan, serta
meningkatkan aksesibilitas dan integrasi moda. Dengan pelaksanaan strategi yang
tepat, diharapkan Terminal Hamid Rusdi dapat berfungsi secara optimal sebagai
simpul transportasi publik di Kota Malang dan meningkatkan minat masyarakat
dalam menggunakan angkutan umum.

| Uncontrolled Keywords: | Hamid Rusdi Terminal in Malang City is a Type B transportation hub that serves inter-city transportation within the province (AKDP) in the southern part of Malang City. However, since its reopening in February 2023, terminal activities remain minimal and are not optimally utilised by users and transportation service providers. Based on this situation, this study aims to evaluate the services of Hamid Rusdi Terminal based on the perceptions of users and transport service providers, measure the gap between expectations and actual services using the Importance Performance Analysis (IPA) and GAP Analysis methods, and formulate development strategies through SWOT analysis. This study employs a quantitative approach, collecting primary data through a questionnaire survey of 381 respondents, consisting of 197 passengers and 184 drivers, as well as an inventory of terminal facilities based on the Minimum Service Standards (SPM) indicators in accordance with Ministry of Transportation Regulation No. 40 of 2015. The research results indicate that several service attributes fall into Quadrant A of the IPA, indicating that these aspects are considered important but have low performance, including security facilities, staff friendliness, vehicle disruption information, lighting, food stalls, and public vehicle repairs. The GAP Analysis also shows negative values for most indicators, indicating a mismatch between expectations and reality. Based on the SWOT analysis results, development strategies are focused on efforts to improve terminal facilities and basic services, strengthen collaboration with stakeholders, and enhance accessibility and mode integration. With the implementation of appropriate strategies, it is hoped that Hamid Rusdi Terminal can function optimally as a public transport hub in Malang City and increase public interest in using public transport.
