Abstract

Penelitian ini bertujuan untuk mengevaluasi biaya operasional kendaraan dan nilai
tarif angkutan Kota Malang pada trayek Terminal Arjosari – Terminal Hamid Rusdi
(AH). Metode yang digunakan mengacu pada Surat Keputusan Direktur Jenderal
Perhubungan Darat Nomor: SK.687/AJ.206/DRJD/2002 dengan pendekatan
kuantitatif komparatif. Data primer dikumpulkan melalui survei dan wawancara
dengan pemilik kendaraan dan pihak bengkel. Sementara itu, data sekunder
diperoleh dari instansi Dinas Perhubungan Kota Malang dan dokumen regulasi dari
Pemerintah Kota Malang. Tarif berdasarkan Peraturan Walikota Malang Nomor 6
Tahun 2015 sebesar Rp 3.500 berada dibawah tarif eksisting yang berlaku yaitu Rp
5.000. Sehingga dilakukan perhitungan BOK untuk melihat tarif yang ideal dengan
operasional yang dikeluarkan. Hasil dari perhitungan BOK menunjukkan untuk
load factor eksisting (23%) dengan perawatan berkala sesuai eksisting sebesar Rp
5.000, perhitungan BOK untuk load factor eksisting (23%) dengan perawatan
berkala sesuai pedoman sebesar Rp 7.000 dan perhitungan BOK untuk load factor
ideal (70%) dengan perawatan berkala sesuai pedoman sebesar Rp 2.500. Sehingga
operasional yang dikeluarkan pada kondisi eksisting sesuai dengan tarif yang
berlaku saat ini yaitu Rp 5.000 dan perlu adanya penyesuaian ulang tarif pada
Perwal Malang Nomor 6 Tahun 2015 untuk tarif umum Rp 3.500 menjadi Rp 5.000.

Uncontrolled Keywords: This study aims to evaluate the operational costs of vehicles and the fare rates for public transportation in Malang City on the Arjosari Terminal – Hamid Rusdi Terminal (AH) route. The method used refers to the Decree of the Director General of Land Transportation No. SK.687/AJ.206/DRJD/2002 with a comparative quantitative approach. Primary data was collected through surveys and interviews with vehicle owners and workshop operators, while secondary data was obtained from the Malang City Transportation Department and regulatory documents from the Malang City Government. The fare based on Malang Mayor Regulation No. 6 of 2015 is IDR 3,500, which is lower than the existing fare of IDR 5,000. Therefore, operational cost calculations (BOK) were conducted to determine the ideal fare in relation to operational expenses. The results show that for the existing load factor (23%) with current periodic maintenance, the BOK is IDR 5,000; for the existing load factor (23%) with guideline-based maintenance, the BOK is IDR 7,000; and for the ideal load factor (70%) with guideline-based maintenance, the BOK is IDR 2,500. Thus, the operational costs under existing conditions align with the current applicable fare of IDR 5,000 and A fare adjustment is required for the general passenger tariff regulated under Malang Mayor Regulation No. 6 of 2015, increasing the rate from Rp 3,500 to Rp 5,000 to reflect current operational costs.
