Abstract

U-Turn merupakan salah satu fasilitas jalan yang sering kali menjadi titik
rawan konflik lalu lintas, terutama pada ruas jalan dengan volume kendaraan tinggi
dan kecepatan yang cukup besar. Penelitian ini bertujuan untuk menganalisis
tingkat keselamatan lalu lintas pada U-Turn yang terletak di depan SPBU Jalan Ring
Road Barat Kota Madiun, dengan menggunakan metode Traffic Conflict Technique
(TCT). Metode ini digunakan untuk mengidentifikasi dan mengklasifikasikan
konflik yang terjadi antar kendaraan, berdasarkan parameter Time to Accident (TA),
Conflicting Speed (CS), dan Severity Conflict. Hasil penelitian menunjukkan bahwa
di lokasi U-Turn tersebut terjadi dua jenis konflik dominan, yaitu konflik merging
dan crossing, dengan tiga reaksi pengemudi yaitu pengereman, manuver
menghindar, dan mempercepat laju kendaraan. Sebagian besar konflik tergolong
serius. Konflik yang terjadi didominasi oleh kendaraan roda dua dan kendaraan
berat seperti truk yang melakukan manuver putar balik yang memakan ruang cukup
besar di median. Berdasarkan hasil analisis, beberapa rekomendasi teknis disusun
untuk meningkatkan keselamatan lalu lintas, di antaranya adalah penambahan
rambu, marka, pita penggaduh, pembatasan akses U-Turn hanya untuk arah tertentu,
serta pemindahan lokasi U-Turn ke titik yang lebih aman. Penelitian ini diharapkan
dapat menjadi dasar pengambilan kebijakan oleh pihak terkait dalam upaya
menekan potensi kecelakaan dan meningkatkan keselamatan lalu lintas di lokasi
kajian.

Uncontrolled Keywords: U-Turns are among the road facilities that often become high-conflict points in traffic, particularly on roads with high vehicle volumes and relatively high speeds. This study aims to analyze traffic safety levels at the U-Turn located in front of the gas station (SPBU) on Jalan Ring Road Barat, Kota Madiun, using the Traffic Conflict Technique (TCT) method. This method is employed to identify and classify conflicts between vehicles based on parameters such as Time to Accident (TA), Conflicting Speed (CS), and Conflict Severity. The results of the study indicate that two dominant types of conflicts occur at the U-Turn location: merging and crossing conflicts, with three main driver reactions observed—braking, evasive maneuvers, and acceleration. Most of the conflicts are categorized as serious. The majority of these involve two-wheeled vehicles and heavy vehicles such as trucks making U- turn maneuvers that require considerable space in the median. Based on the analysis results, several technical recommendations are proposed to enhance traffic safety, including the addition of signs, road markings, rumble strips, restriction of U-Turn access to one direction only, and relocation of the U-Turn to a safer point. This study is expected to serve as a reference for policymakers in efforts to reduce accident risks and improve traffic safety at the study location.
