Abstract

Becak kayuh adalah salah satu moda transportasi tradisional yang masih digunakan sampai
saat ini di Kota Madiun dan memiliki peran penting sebagai angkutan umum sekaligus pendukung
sektor pariwisata. Keberadaan becak kayuh di kawasan Jalan Pahlawan, yang dikenal sebagai
pusat kegiatan ekonomi dan pariwisata, dinilai strategis dalam mendukung program Pahlawan
Street Center (PSC) yang mengusung konsep kawasan bebas kendaraan bermotor. Namun
demikian, hingga saat ini belum terdapat sistem penetapan tarif yang standar dan berkeadilan bagi
pengemudi maupun penumpang.
Penelitian dilakukan melalui survei primer berupa wawancara kepada pengemudi becak
untuk mengetahui komponen biaya operasional, serta wawancara kepada penumpang untuk
mengukur nilai ATP dan WTP. Metode perhitungan tarif menggunakan sistem tarif berbasis jarak
dan zonasi. Hasil penelitian menunjukkan didapatkan bahwasanya ATP>WTP>Tarif dengan
rincian untuk zona 1 Rp26.289>Rp22.020>Rp10.000, Zona 2 Rp. Rp26.289>Rp24.138>19.000,
serta guna Zona 3 Rp26.289>Rp25.323>Rp22.500. Dalam keadaan tersebut menunjukkan
bahwasanya kemampuan membayar pengguna jasa transportasi becak kayuh lebih besar daripada
kemauan membayarnya, sehingga dengan tarif zona 1 Rp10.000, zona 2 Rp19.000, dan zona 3
Rp22.500 dinilai masih dapat dijangkau oleh masyarakat. Rekomendasi tarif ini diharapkan
mampu meningkatkan keberlanjutan operasional becak kayuh sebagai moda transportasi ramah
lingkungan yang layak dan kompetitif.

Uncontrolled Keywords: Pedicab is one of the traditional modes of transportation still in use today in the city of Madiun and plays an important role as a public transport as well as a supporter of the tourism sector. The presence of pedicabs in the Jalan Pahlawan area, known as a center of economic and tourism activities, is considered strategic in supporting the Pahlawan Street Center (PSC) program, which promotes a motor-vehicle-free zone concept. However, to this day, there is no standardized and fair fare system in place that benefits both drivers and passengers. This study was conducted through primary surveys, including interviews with pedicab drivers to identify operational cost components, and interviews with passengers to assess their Ability to Pay (ATP) and Willingness to Pay (WTP). The fare calculation method used is based on distance and zonal tariff systems. The results of the study show that ATP > WTP > Fare, with details as follows: for Zone 1, Rp26.289 > Rp22,020 > Rp10.000; for Zone 2, Rp26.289 > Rp24.138 > Rp19.000; and for Zone 3, Rp26.289 > Rp25,323 > Rp22.500. This indicates that users’ ability to pay is higher than their willingness to pay. Thus, the proposed fares of Rp10.000 for Zone 1, Rp19.000 for Zone 2, and Rp22.500 for Zone 3 are still considered affordable to the public. These recommended fares are expected to support the sustainability of pedicabs as an environmentally friendly, feasible, and competitive mode of transportation.
