Abstract
Pengujian kendaraan bermotor merupakan proses penting untuk memastikan
kelayakan teknis kendaraan di jalan. Berdasarkan Permenhub No. 19 Tahun 2021,
setiap kendaraan yang tidak lulus uji wajib diberikan Surat Keterangan Tidak Lulus
Uji (SKTL). Namun, pada UPTD PKB Kota Makassar SKTL belum diterbitkan
secara tertulis dan penguji hanya menyampaikan secara lisan terkait item kendaraan
tidak lulus uji. Penelitian ini bertujuan untuk mengembangkan sistem informasi
pencatatan dan penerbitan SKTL berbasis framework laravel. Metode yang
digunakan adalah waterfall, yang mencakup tahapan perencanaan hingga pengujian
sistem. Pengujian sistem dilakukan dengan metode black box testing dan evaluasi
melalui kuesioner kepada penguji, petugas administrasi, kepala UPTD, serta
pengemudi kendaraan tidak lulus uji. Hasil pengujian menunjukkan bahwa seluruh
fungsi berjalan sesuai dengan perancangan dan mendapatkan respon yang sangat
positif dari pengguna. Sistem ini terbukti efektif dalam meningkatkan pelayanan uji
kendaraan, serta dapat dijadikan solusi praktis dalam meningkatkan pelayanan
kepada masyarakat.

| Uncontrolled Keywords: | Motor vehicle testing is an essential process to ensure the technical roadworthiness of vehicles. Based on Ministry of Transportation Regulation No. 19 of 2021, every vehicle that fails the inspection must be issued a Certificate of Failure to Pass the Test (SKTL). However, at the Vehicle Testing Technical Implementation Unit (UPTD PKB) of Makassar City, the SKTL has not yet been issued in written form, and inspectors only convey information verbally regarding the failed inspection items. This research aims to develop an information system for recording and issuing SKTLs based on the Laravel framework. The method used is the waterfall model, which includes stages from planning to system testing. System testing was carried out using black box testing and evaluated through questionnaires distributed to inspectors, administrative staff, the head of the UPTD, and drivers of vehicles that failed the test. The testing results showed that all functions operated according to the design and received very positive responses from users. This system has proven effective in improving vehicle inspection services and can serve as a practical solution for enhancing public service delivery.
