Indonesia menghadapi tantangan besar dalam menangani pelanggaran Overdimension Overloading (ODOL) yang menyebabkan kerusakan infrastruktur jalan dan menimbulkan kerugian pemeliharaan yang signifikan. UPPKB Cekik di Kabupaten Jembrana, Bali, sebagai salah satu unit pengawasan kendaraan angkutan barang, belum optimal dalam penanganan pelanggaran ODOL akibat keterbatasan fasilitas, terutama tidak adanya gudang transfer muatan. Selama ini, penindakan hanya berupa tilang yang belum memberikan efek jera. Penelitian ini mengusulkan pembangunan gudang transfer muatan sebagai solusi untuk mendukung program zero ODOL dan meningkatkan efektivitas pengawasan di UPPKB Cekik. Metode Analytical Hierarchy Process (AHP) digunakan untuk menentukan lokasi optimal pembangunan gudang dengan mempertimbangkan lima kriteria utama: kapasitas gudang, aksesibilitas, kepatuhan aturan, kesesuaian layout fasilitas pendukung, dan keamanan untuk mendapatkan alternatif lokasi yang dianalisis, hasil AHP menunjukkan bahwa pojok selatan UPPKB merupakan lokasi paling optimal dengan prioritas tertinggi. Pembangunan gudang transfer muatan di lokasi terpilih diharapkan dapat memperkuat penegakan hukum terhadap pelanggaran ODOL, memberikan efek jera bagi pelanggar, serta mendukung kelancaran dan keselamatan lalu lintas di wilayah Bali.

Uncontrolled Keywords: PROPOSAL FOR THE CONSTRUCTION OF A LOAD TRANSFER WAREHOUSE TO SUPPORT THE ENFORCEMENT OF OVERDIMENSION AND OVERLOADING (ODOL) VIOLATIONS AT THE CEKIK WEIGH STATION, JEMBRANA REGENCY, BALI By I GDE BAGUS WIRAYUDA 2202005 Indonesia faces significant challenges in addressing Overdimension Overloading (ODOL) violations, which result in road infrastructure damage and substantial maintenance costs. The Cekik Weigh Station (UPPKB Cekik) in Jembrana Regency, Bali, as one of the freight vehicle monitoring units, has not been optimal in handling ODOL violations due to limited facilities, particularly the absence of a load transfer warehouse. To date, enforcement has been limited to issuing fines, which have not provided a sufficient deterrent effect. This study proposes the construction of a load transfer warehouse as a solution to support the zero ODOL program and enhance the effectiveness of monitoring at UPPKB Cekik. The Analytical Hierarchy Process (AHP) method is used to determine the optimal location for the warehouse by considering five main criteria: warehouse capacity, accessibility, regulatory compliance, suitability of supporting facility layout, and security. After analyzing the alternative locations, the AHP results indicate that the southern corner of UPPKB is the most optimal location with the highest priority. The construction of a load transfer warehouse at the selected location is expected to strengthen law enforcement against ODOL violations, provide a deterrent effect for offenders, and support smooth and safe traffic flow in the Bali region.
