Abstract

Simpang 4 Pekayon yang terletak di Kecamatan Prajurit Kulon, Kota
Mojokerto, merupakan salah satu simpang tidak ber – Apill yang memiliki tingkat
kepadatan lalu lintas cukup tinggi, terutama pada jam – jam sibuk. Berdasarkan
kondisi eksisting, tundaan kendaraan di simpang ini bisa mencapai lebih dari 30
detik dengan panjang antrian dominan hingga 100 meter.
Penelitian ini bertujuan merancang Alat Pemberi Isyarat Lalu Lintas
(APILL) dengan menggunakan pendekatan PKJI 2023 dan perangkat lunak
VISSIM. Analisis dilakukan terhadap data volume selama 16 jam, menghasilkan
perencanaan pengaturan waktu siklus yang dibagi menjadi 7 plan waktu dan 2
periode flashing untuk menyesuaikan dinamika volume lalu lintas harian.
Dari hasil perhitungan dan simulasi, ditentukan pengaturan fase dengan 2
fase siklus dan 7 plan waktu, diperoleh bahwa Plan 2 dan Plan 6 merupakan
pengaturan paling optimal dengan penurunan panjang antrian hingga 56,24 meter
dan tundaan menjadi 11,58 detik. Penggunaan metode PKJI 2023 dalam
perhitungan siklus dan pengujian kinerja simpang memberikan hasil yang
sistematis dan terukur.

Uncontrolled Keywords: Simpang 4 Pekayon which is located in Prajurit Kulon District, Mojokerto City, is one of the non-Apill intersections that has a fairly high level of traffic density, especially during peak hours. Based on existing conditions, vehicle delays at this intersection can reach more than 30 seconds with the dominant queue length of up to 100 meters. This research aims to design a Traffic Signaling Device (APILL) using the PKJI 2023 approach and VISSIM software. Analysis was carried out on 16 hours of volume data, resulting in a cycle timing plan that was divided into 7 time plans and 2 flashing periods to adjust the dynamics of daily traffic volume. From the results of calculations and simulations, it was determined that the phase settings with 2 cycle phases and 7 time plans were determined, it was found that Plan 2 and Plan 6 were the most optimal settings with a decrease in queue length to 56.24 meters and a delay to 11.58 seconds.
