Abstract

Area Kawi di Kota Malang merupakan salah satu pusat aktivitas ekonomi
yang berdampak signifikan terhadap peningkatan volume lalu lintas, khususnya di
Simpang Ijen Kawi. Permasalahan utama yang dihadapi adalah kemacetan lalu
lintas yang dipicu oleh tingginya intensitas aktivitas, terbatasnya fasilitas parkir,
serta buruknya kondisi infrastruktur pendukung seperti marka dan rambu lalu lintas.
Penelitian ini bertujuan untuk menganalisis kinerja lalu lintas eksisting, menyusun
desain rekayasa lalu lintas yang tepat, serta mengevaluasi perbandingan kinerja lalu
lintas sebelum dan sesudah penataan. Metode yang digunakan mengacu pada
Pedoman Kapasitas Jalan Indonesia (PKJI) 2023. Data dikumpulkan melalui survei
lapangan berupa survei CTMC, parkir, serta wawancara. Hasil analisis
menunjukkan bahwa derajat kejenuhan (DJ) pada kondisi eksisting melebihi batas
ideal (>0,85), serta panjang antrian mencapai 250 meter. Dominasi sepeda motor
dan parkir on-street yang tidak teratur turut memperparah kondisi lalu lintas.
Melalui usulan desain penataan parkir dan optimalisasi marka serta rambu, terjadi
penurunan derajat kejenuhan dan berkurangnya panjang antrian. Hasil ini
menunjukkan bahwa perbaikan tata guna ruang jalan dan fasilitas pendukung
mampu meningkatkan kinerja simpang secara signifikan. Dengan demikian,
penataan parkir yang terencana dapat menjadi solusi efektif untuk meningkatkan
kenyamanan dan keamanan berkendara, serta mendukung keberlanjutan kawasan
komersil di Kota Malang.

Uncontrolled Keywords: The Kawi area in Malang City is one of the centers of economic activity that has a significant impact on increasing traffic volume, especially at Simpang Ijen Kawi. The main problems faced are traffic congestion triggered by the high intensity of activities, limited parking facilities, and poor condition of supporting infrastructure such as markings and traffic signs. This study aims to analyze the performance of existing traffic, develop an appropriate traffic engineering design, and evaluate the comparison of traffic performance before and after structuring. The method used refers to the 2023 Indonesian Road Capacity Guidelines (PKJI). Data was collected through field surveys in the form of CTMC surveys, parking, and interviews. The results of the analysis showed that the degree of saturation (DJ) in the existing conditions exceeded the ideal limit (>0.85), and the queue length reached 250 meters. The dominance of motorcycles and irregular on-street parking also aggravate traffic conditions. Through the proposed design of parking arrangements and the optimization of markings and signs, there is a decrease in the degree of saturation and a reduction in queue length. These results show that the improvement of the use of road space and supporting facilities is able to significantly improve the performance of the intersection. Thus, a planned parking arrangement can be an effective solution to improve driving comfort and safety, as well as support the sustainability of commercial areas in Malang City.
