Abstract
Pelayanan pengujian kendaraan bermotor memegang peranan penting dalam
menjamin keselamatan lalu lintas. Untuk mendukung pelayanan yang efektif dan
efisien, Kementerian Perhubungan mengembangkan sistem SIM PKB Full Cycle
sebagai sistem digital terintegrasi dalam proses pengujian kendaraan bermotor.
Penelitian ini bertujuan untuk menganalisis kesiapan Sumber Daya Manusia (SDM)
dan sarana-prasarana di UPT PKB Sidoarjo terhadap penerapan sistem Full Cycle.
Metode yang digunakan dalam penelitian ini adalah Technology Readiness Index
(TRI) yang terdiri dari empat dimensi, yaitu optimism, innovativeness, discomfort,
dan insecurity. Hasil uji menunjukkan bahwa kesiapan SDM berada pada kategori
Low Technology Readiness dengan nilai skor 2,522.
Berdasarkan observasi, diketahui bahwa sistem Full Cycle belum dapat
dijalankan sepenuhnya karena belum memperoleh approval dari pusat. Selain itu,
hanya satu dari dua komputer yang tersedia yang telah terinstal sistem Full Cycle,
meskipun perangkat lain seperti printer dan jaringan internet sudah memadai.
Kesimpulan dari penelitian ini menunjukkan bahwa kendala utama terdapat pada
aspek SDM dan proses approval, sedangkan sarana dan prasarana secara umum
telah cukup mendukung. Diperlukan pelatihan, sosialisasi, serta monitoring dan
evaluasi dari pihak pusat untuk memastikan implementasi sistem Full Cycle dapat
berjalan optimal di UPT PKB Sidoarjo.

| Uncontrolled Keywords: | Motor vehicle inspection services play an essential role in ensuring road traffic safety. To enhance the effectiveness and efficiency of these services, the Ministry of Transportation has developed the SIM PKB Full Cycle system as a digitally integrated solution in the motor vehicle inspection process. This study aims to analyze the readiness of Human Resources (HR) and infrastructure at UPT PKB Sidoarjo in implementing the Full Cycle system. The method used in this research is the Technology Readiness Index (TRI), which consists of four dimensions: optimism, innovativeness, discomfort, and insecurity. The results indicate that HR readiness falls into the Low Technology Readiness category, with a score of 2.522. Based on field observations, the Full Cycle system has not been fully implemented due to the lack of approval from the central authority. Moreover, only one out of the two available computers is equipped with the Full Cycle system, although other supporting devices such as printers and internet connectivity are already sufficient. The findings conclude that the main obstacles lie in HR readiness and the approval process, while infrastructure is generally adequate. Therefore, training, socialization, and systematic monitoring and evaluation from central authorities are required to ensure optimal implementation of the Full Cycle system at UPT PKB Sidoarjo.
