Abstract
Transportasi memiliki peranan penting dalam menunjang mobilitas
masyarakat, termasuk angkutan kota (angkot) sebagai salah satu moda transportasi
perkotaan. Di Kota Madiun, operasional angkot mengalami penurunan drastis dan
dialihfungsikan menjadi angkutan sekolah gratis (ASG). Salah satu penyebab
utama rendahnya minat masyarakat terhadap angkot adalah mahalnya tarif.
Penelitian ini bertujuan untuk merencanakan tarif angkot berdasarkan Biaya
Operasional Kendaraan (BOK), serta menganalisis tarif berdasarkan kemampuan
membayar (Ability to Pay/ATP) dan keinginan membayar (Willingness to
Pay/WTP) masyarakat, dengan fokus pada trayek DD sebagai rute dengan
permintaan tertinggi.
Penelitian ini menggunakan pendekatan komparatif melalui survei primer
dan pengumpulan data sekunder. Hasil penelitian menunjukkan bahwa BOK per
sekali perjalanan adalah sebesar Rp6.000. Nilai ATP masyarakat Kota Madiun rata-
rata sebesar Rp12.000, sedangkan WTP sebesar Rp7.200. Berdasarkan analisis
tersebut, tarif yang direkomendasikan adalah Rp6.000, yakni setara dengan BOK
dan masih berada di bawah nilai WTP. Penetapan tarif ini diharapkan dapat
meningkatkan minat masyarakat terhadap penggunaan angkot sekaligus menjamin
kelayakan operasional tanpa memberatkan pengguna.

| Uncontrolled Keywords: | Transportation plays a crucial role in supporting public mobility, especially urban public transportation such as angkot (urban minibus). In Madiun City, angkot operations have drastically declined and been replaced by free school transport (ASG). One of the main reasons for the public’s low interest in using angkot is high fare prices. This study aims to design angkot fares based on Vehicle Operational Costs (VOC) and analyze fare affordability through the concepts of Ability to Pay (ATP) and Willingness to Pay (WTP), focusing on the DD route which has the highest public interest. This research applies a comparative method using both primary survey data and secondary institutional data. The findings show that the VOC per trip is Rp6,000. The average ATP of Madiun residents is Rp12,000, while the WTP is Rp7,200. Therefore, a recommended fare of Rp6,000—equal to VOC and slightly below WTP—is proposed to attract more users while ensuring operational sustainability without overburdening passengers.
