Abstract

Certification of Sistem Manajemen Keselamatan Perusahaan Angkutan Umum documents is an obligation that must be carried out by every public transport company. is the agency that carries out the certification of SMKPAU documents. The main problem faced is that only 111 freight transport companies have SMKPAU certification since 2018. The purpose of this study is to provide recommendations and solutions to the effectiveness and efficiency of the SMKPAU document certification process which aims to increase the interest of freight transport companies to certify SMKPAU documents.
The method used in this research is the House of Risk (HOR) method, which combines the Failure Mode and Effect Analysis (FMEA) and House of Quality (HoQ) analysis models. The data obtained in the form of interview results were analysed to produce conclusions in the form of 8 obstacle mitigation strategies to improve the effectiveness and efficiency of the SMKPAU certification process, namely: increasing the budget and resources to support the implementation of SMKPAU, strengthening the role of social media in disseminating information and education related to the freight transport safety system, conducting socialisation to all stakeholders within the company related to SMKPAU, improving coordination between relevant agencies in the SMKPAU document certification process, building a continuous monitoring and evaluation system to ensure the effectiveness of SMKPAU implementation, conducting research and development to produce effective and efficient innovations and recommendations for the SMKPAU document certification process, encouraging the active role of the community in realising a safety culture in freight transport, and implementing strict sanctions for companies that do not comply with regulations related to SMKPAU certification.

Permasalahan utama yang dihadapi adalah perusahaan angkutan barang yang sudah memiliki sertifikasi SMKPAU sejak Tahun 2018 hanya 111 perusahaan. Adapun maksud dari penelitian ini adalah memberikan rekomendasi dan solusi terhadap efektivitas dan efisiensi dari proses sertifikasi dokumen SMKPAU yang bertujuan untuk meningkatkan minat perusahaan angkutan barang untuk melakukan sertifikasi dokumen SMKPAU. Metode yang digunakan dalam penelitian ini adalah metode House Of Risk (HOR), yaitu metode yang menggabungkan model analisis Failure Mode and Effect Analysis (FMEA) dan House of Quality (HoQ). Data yang didapatkan berupa hasil wawancara dianalisis untuk menghasilkan kesimpulan berupa 8 strategi mitigasi kendala untuk meningkatkan efektivitas dan efisiensi proses sertifikasi SMKPAU yaitu: meningkatkan anggaran dan sumber daya untuk mendukung pelaksanaan SMKPAU, memperkuat peran media sosial dalam penyebaran informasi dan edukasi terkait sistem keselamatan angkutan barang, melakukan sosialisasi kepada seluruh pemangku kepentingan didalam perusahaan terkait SMKPAU, meningkatkan koordinasi antar instansi terkait dalam proses sertifikasi dokumen SMKPAU, membangun sistem monitoring dan evaluasi secara berkelanjutan untuk memastikan efektivitas pelaksanaan SMKPAU, melakukan penelitian dan pengembangan untuk menghasilkan inovasi dan rekomendasi yang efektif dan efisien terhadap proses sertifikasi dokumen SMKPAU, mendorong peran aktif masyarakat dalam mewujudkan budaya keselamatan pada angkutan barang, dan penerapan sanksi tegas bagi perusahaan yang tidak mematuhi peraturan terkait sertifikasi SMKPAU.
