Abstract

The Tandes Motorized Vehicle Testing Section is one of the tests for motorized vehicles with large vehicles and JBB above 3,500 kg. Seeing that the vehicle being tested is a large vehicle, it is necessary to have good arrangements so that a service can be carried out effectively. The problems found in this PKB Section are congestion, especially in the process of submitting test results. This congestion is also due to the average number of vehicles per day reaching an average of 300 units so that services must be carried out quickly and precisely. To overcome this congestion, Standard Operating Procedures (SOP) for testing must also be considered starting from testing in the test building to the test result delivery counter. From these problems, it is necessary to identify the problem in the form of an SOP analysis testing the efficiency of service time by calculating the time for testing in the field using the Non-random Sampling quantitative analysis method, namely Purposive Sampling of 65 samples of vehicles with JBB above 3,500 kg. Then the results obtained were that the SOP for testing in the PKB Tandes Section was not in accordance with the conditions in the field and the efficiency of service time in the test building and the process of printing test results. This is because the time in the SOP is different from the test time that has been calculated where there is a delay in submitting the vehicle test results which should be faster.

Uncontrolled Keywords: Seksi Pengujian Kendaraan Bermotor Tandes merupakan salah satu pengujian kendaraan bermotor dengan kendaraan besar serta JBB diatas 3.500 kg. Melihat kendaraan yang diujikan merupakan kendaraan besar, maka diperlukan pengaturan yang baik agar suatu pelayanan dapat terlaksana dengan efektif. Adapun permasalahan yang terdapat pada Seksi PKB ini yakni kemacetan terutama pada proses penyerahan hasil uji. Kemacetan ini juga dikarenakan jumlah rata-rata kendaraan per harinya mencapai rata-rata 300 unit, sehingga pelayanan harus dilaksanakan secara cepat dan tepat. Untuk mengatasi kemacetan tersebut, Standar Operasional Prosedur (SOP) pengujian juga harus diperhatikan mulai dari pengujian di gedung uji hingga ke loket penyerahan hasil uji. Dari permasalahan tersebut diperlukan identifikasi masalah berupa analisis SOP pengujian terhadap efisiensi waktu pelayanan dengan melakukan perhitungan waktu pengujian di lapangan menggunakan metode analisis kuantitatif Non-random Sampling yakni Purposive Sampling sejumlah 65 sampel kendaraan dengan JBB di atas 3.500 kg. Kemudian didapat hasil yang diperoleh bahwa SOP pengujian di Seksi PKB Tandes tidak sesuai dengan kondisi di lapangan serta efisiensi waktu pelayanan di gedung uji dan proses cetak hasil uji. Hal tersebut dikarenakan waktu yang ada di SOP berbeda dengan waktu pengujian yang telah dilakukan perhitungan dimana bahwa terjadi keterlambatan penyerahan hasil uji kendaraan yang seharusnya bisa lebih cepat.
