ANALISIS STANDAR OPERASIONAL PROSEDUR PENGUJIAN TERHADAP EFISIENSI WAKTU PELAYANAN DI SEKSI PENGUJIAN KENDARAAN BERMOTOR KOTA SURABAYA (TANDES)

The Tandes Motorized Vehicle Testing Section is one of the tests for
motorized vehicles with large vehicles and JBB above 3,500 kg. Seeing that the
vehicle being tested is a large vehicle, it is necessary to have good arrangements so
that a service can be carried out effectively. The problems found in this PKB Section
are congestion, especially in the process of submitting test results. This congestion
is also due to the average number of vehicles per day reaching an average of 300
units so that services must be carried out quickly and precisely. To overcome this
congestion, Standard Operating Procedures (SOP) for testing must also be
considered starting from testing in the test building to the test result delivery
counter. From these problems, it is necessary to identify the problem in the form of
an SOP analysis testing the efficiency of service time by calculating the time for
testing in the field using the Non-random Sampling quantitative analysis method,
namely Purposive Sampling of 65 samples of vehicles with JBB above 3,500 kg.
Then the results obtained were that the SOP for testing in the PKB Tandes Section
was not in accordance with the conditions in the field and the efficiency of service
time in the test building and the process of printing test results. This is because the
time in the SOP is different from the test time that has been calculated where there
is a delay in submitting the vehicle test results which should be faster.
