Abstract

The motor vehicle testers at the Vehicle Testing Agency of the Department of
Transportation in Semarang City are not working optimally due to a lack of
personnel. The insufficient number of motor vehicle testers has resulted in some
roadworthy testing equipment not being operated, testers performing tasks and
responsibilities beyond their competency levels, and their workload exceeding
their capabilities. This study aims to determine the required number of motor
vehicle testers based on workload calculations referring to Regulation No. 1 of
2020 from the Ministry of Administrative and Bureaucratic Reform. The
calculations begin by identifying the workload volume, standard time norms, and
effective working hours per year. Data collection techniques include observation,
documentation, interviews, primary data, and secondary data, which are then
processed through quantitative procedures based on Regulation No. 1 of 2020
from the Ministry of Administrative and Bureaucratic Reform, including
workload analysis for each position, drawing conclusions, and providing
recommendations. Based on the results of the conducted research, it is found that
the Vehicle Testing Agency in Semarang City requires 22 motor vehicle testers
and has an excess of 6 testers. Fulfilling the required number of testers
significantly influences the timing and service of motor vehicle testing.

Kurangnya jumlah tenaga penguji kendaraan bermotor menyebabkan beberapa peralatan pengujian laik jalan tidak di operasikan, penguji melaksanakan tugas dan wewenang tidak sesuai dengan jenjang kompetensi dan beban kerja yang diterima penguji tidak sesuai dengan kemampuan penguji. Penelitian ini bertujuan untuk mengetahui kebutuhan tenaga penguji kendaraan bermotor berdasarkan perhitungan beban kerja yang mengacu pada Permenpan RB No.1 Tahun 2020. Perhitungan dimulai dengan mengetahui volume kerja, norma waktu dan jam kerja efektif per tahun. Teknik Pengumpulan data pada penelitian ini menggunakan observasi, dokumentasi, wawancara, data primer dan data sukunder yang diperoleh kemudian di olah melalui prosedur kuantitatif berdasarkan peraturan Permenpan RB No.1 Tahun 2020 meliputi analisis beban kerja setiap jabatan, penarikan kesimpulan dan rekomendasi. Berdasarkan hasil penelitian yang dilakukan dapat diketahui bahwa penguji kendaraan bermotor di Pengujian Kendaraan Bermotor Dinas Perhubungan Kota Semarang membutuhkan 22 tenaga penguji dan kelebihan 6 tenaga penguji. Dengan terpenuhinya kebutuhan jumlah penguji berpengaruh signifikan terhadap waktu dan pelayanan pengujian kendaraan bermotor.
