Abstract

Parking activities on the road for the transportation of goods need to get
more attention from the local government, especially those that are liars. Illegal on
street parking can disrupt traffic flow if not handled properly. This is what happened
in the city of Semarang, where there is a lot of parking on the roads for freight
vehicles, which can cause several other problems such as congestion, an increased
risk of accidents, and reduced city aesthetics. The large number of vehicles parked
on the street in the city of Semarang is due to the lack of parking facilities for goods
transportation. Even though there are facilities that meet the standards, the limited
number has not been able to meet the needs of freight transportation in the city of
Semarang. Alternative locations obtained from the results of previous research are
still not specific regarding the exact location points for the construction of freight
transport parking facilities. Therefore, the researchers chose one of these alternative
locations as a study area to determine alternative location points for the construction
of freight transport parking facilities.
For the selection of alternative locations to be achieved, the researchers used
the Composite Performance Index (CPI) method. This method combines several
criteria from several alternative locations, which include road performance,
accessibility, environmental sustainability, and initial investment costs. These
criteria are transformed into values and then multiplied by the weight of each
criterion to obtain the final weighting value. From the research results, it was found
that one of the three alternative location points had the highest final value, namely
alternative location point 2, which was located in Wonosari Village, Ngaliyan
District. From the results, the researcher used the QGIS application to describe a
map of recommendations for alternative points for the construction of freight
parking facilities.

Uncontrolled Keywords: Aktivitas parkir on street angkutan barang perlu mendapatkan perhatian lebih dari pemerintah setempat khususnya yang bersifat liar. Parkir liar secara on street dapat mengganggu arus lalu lintas apabila tidak ditangani dengan benar. Hal inilah yang terjadi di Kota Semarang, dimana terdapat banyak kegiatan parkir on street kendaraan angkutan barang yang dapat menimbulkan beberapa masalah lainnya seperti terjadinya kemacetan, peningkatan resiko kecelakaan, dan estetika kota menjadi berkurang. Banyaknya kendaraan parkir on street di Kota Semarang disebabkan oleh kurangnya fasilitas parkir untuk angkutan barang. Meskipun sudah ada fasilitas yang memenuhi standar, namun jumlahnya yang terbatas belum mampu memenuhi kebutuhan parkir angkutan barang di Kota Semarang. Berdasarkan latar belakang penelitian terdapat beberapa lokasi potensi parkir on street yang ada di Kota Semarang, salah satunya berada di Kota Semarang bagian barat. Maka dari itu peneliti menjadikan lokasi tersebut sebagai wilayah kajian untuk menentukan titik lokasi alternatif pembangunan fasilitas parkir angkutan barang. Untuk menentukan titik lokasi alternatif yang ingin dicapai, peneliti menggunakan metode Composite Performance Index (CPI). Metode tersebut menggabungkan beberapa kriteria yang meliputi kinerja ruas jalan, aksesibilitas, kelestarian lingkungan, dan investasi biaya awal dari beberapa lokasi alternatif. Kriteria – kriteria tersebut dilakukan transformasi nilai kemudian dikalikan dengan bobot dari setiap kriteria sehingga didapatkan nilai akhir pembobotan. Dari hasil penelitian didapatkan satu diantara tiga titik lokasi alternatif yang memiliki nilai akhir tertinggi, yaitu titik lokasi alternatif 2 sebesar 942 yang terletak di Kelurahan Wonosari, Kecamatan Ngaliyan. Dari hasil tersebut peneliti menggunakan aplikasi QGIS untuk menggambarkan peta rekomendasi titik alternatif pembangunan fasilitas parkir angkutan barang.
