Abstract
The implementation of the School Safe Zone without being balanced
with supervision in the school area causes the School Safe Zone to become
ineffective in terms of reducing speed, so it is necessary to add road equipment
that can be used as supervision in the school area. The use of ETLE which was
reported as being able to reduce violations on roads became an innovation for the
author to design the During School Zone (ZoSS) design with Electronic Traffic
Law Enforcement (ETLE). The purpose of this study is to identify the
effectiveness of ZoSS in reducing vehicle speed, identify the presence of ETLE
capable of reducing speed on roads, and finally design a School Safe Zone(ZoSS)
with the use ofElectronic Traffic Law Enforcement (ETLE). This research was
conducted in 3 (three) schools in Surakarta City, namely Widya Wacana Christian
Elementary School, Muhammadiyah 2 Surakarta Middle School, and Surakarta
Citizen High School. The method used is quantitative with the variables of speed,
driver behavior and pedestrians. The results showed that the School Safety Zone
at Madyotaman Elementary School was not effective as seen from the 85th
percentile speed on road sections of 42 km/hour (MC), 39 km/hour (LV), 37
km/hour (HV), the speed exceeded the maximum speed limit stipulated in the
Decree
of
the
Director
General
of
Land
Transportation
No.
3582/AJ.403/DRJD/2018 which is 30 km/h. The effectiveness of ETLE based on
the results of the analysis is able to reduce road speed by decreasing the average
speed of motorcycles by 17.464 km/hour (from 54.34 km/hour to 36.878
km/hour), the amount of decrease in the average speed of cars is 12.916 km/hour
(from 49.5 km/hour to 36.58 km/hour). So that ETLE can be applied to the School
Safe Zone as supervision in the hope that with ETLE drivers can reduce their
speed to the maximum driving limit in the school area. The School Safe Zone
Design Plan was designed based on existing rules, but still takes into account the
existing conditions and driver behavior, especially in terms of driver speed while
in the school area.

Penelitian ini dilakukan di 3 (tiga) sekolah di Kota Surakarta yaitu SD Kristen Widya Wacana, SMP Muhammadiyah 2 Surakarta, dan SMA Warga Surakarta. Metode yang digunakan adalah kualitatif dan kuantitatif dengan variabel kecepatan dan perilaku pengemudi. Hasil Penelitian menunjukkan Zona Selamat Sekolah di SD Madyotaman belum efektif yang dilihat berdasarkan kecepatan persentil 85 pada ruas jalan sebesar 42 km/jam (MC), 39 km/jam (LV), 37 km/jam (HV), kecepatan melampaui batas kecepatan maksimum yang ditetapkan dalam SK Dirjen Perhubungan Darat No. 3582/AJ.403/DRJD/2018 yaitu 30 km/jam. Efektivitas ETLE berdasarkan hasil analisa mampu mereduksi kecepatan di jalan dengan penurunan kecepatan rata-rata sepeda motor sebesar 17,464 km/jam (dari 54,34 km/jam menjadi 36,878 km/jam), besarnya penurunan kecepatan rata-rata mobil sebesar 12,916 km/jam (dari 49,5 km/jam menjadi 36,58 km/jam). Selain itu berdasarkan hasil wawancara persepsi Mmsyarakat mengenai ETLE menunjukkan hasil yang positif dengan mengunakan metode Arikunto mendapatkan hasil 77% dengan kategori baik. Sehingga ETLE dapat diterapkan pada Zona Selamat Sekolah sebagai pengawasan dengan harapan adanya ETLE pengendara dapat mengurangi kecepatannya hingga batas maksimum berkendara di kawasan sekolah. Perencanaan Desain Zona Selamat Sekolah dirancang berdasarkan aturan yang ada, namun tetap memperhitungkan kondisi eksisting dan perilaku pengemudi terkhusus dalam hal kecepatan pengemudi saat berada di kawasan sekolah.
