Abstract

The usage of public transportation by students in the city of Semarang has
a fairly high level of interest. This high level of interest serves as a reference for the
government to create a service that can provide a sense of safety, comfort, and
security for students. In order to provide the best and comprehensive service, it is
necessary to consider all aspects so that the transportation that will be operated can
function optimally. This research aims to analyze the willingness of students to
switch to using school transportation, determine recommended routes for school
transportation services, assess the performance of the upcoming services, specify
the type and quantity of vehicles to be used, and determine the number of required
stops as well as weighting related to demand quantities.
The planning of school transportation is based on demand obtained from
interviews with students. Subsequently, a route determination analysis is conducted
using the trip assignment method with the assistance of Visum 2021 software,
resulting in accurate route options. Furthermore, an analysis is carried out
concerning service management, types and quantities of vehicles, and stop
requirements based on the decree of the Directorate General of Transportation. The
results of this study reveal three route services with a two-shift operation schedule:
morning from 5:30 to 7:00 and afternoon from 5:30 to 7:00. The route with the
highest demand is Route A with a demand of 1679 students, followed by Route B
with 664, and Route C with 1388. The lengths of Route A, B, and C are 7.9 km,
and 10.4 km, respectively. The proposed vehicle type is the Isuzu Elf Long with a
capacity of 19, totaling 38 vehicles for all three routes. Weighting is performed
based on demand levels reaching 100%, 70%, 50%, and 20%.

Tingginya daya minat tersebut dijadikan acuan bagi pemerintah untuk membuat suatu pelayanan yang bisa memberikan rasa aman, nyaman dan selamat bagi siswa. Guna memberikan pelayanan yang terbaik, komprehensif maka perlu mempertimbangkan segala aspek yang ada sehingga angkutan yang nantinya dioperasikan data bekerja dengan optimal. Penelitian ini bertujuan untuk menganalisis besar keinginan siswa berpindah moda menggunakan angkutan sekolah, menentukan rute rekomendasi dalam pelayanan angkutan sekolah yang tepat, kemudian kinerja pelayanan yang nantinya dijalankan, jenis beserta jumlah armada yang akan di gunakaan, selain itu penelitian ini juga menentukan jumlah kebutuhan halte serta pembobotan terkait jumlah permintaan. Perencanaan angkutan sekolah dilakukan berdasarkan permintaan yang didapat dari hasil wawancara terhadap siswa kemudian dilakukan analisis penentuan rute dengan metode trip assignment dengan bantuan aplikasi Visum 2021 sehingga rute yang ditampilkan merupakan rute yang tepat, selanjutnya dilakukan analisis terkait manajemen pelayanan, jenis serta jumlah armada, dan kebutuhan halte berdasarkan surat keputusan direktorat jenderal perhubungan. Hasil dari penelitian ini didapat 3 (tiga) pelayanan rute dengan waktu operasi 2 shift yaitu pagi pada pukul 5.30 sampai 07.00 dan sore pada pukul 5.30 sampai 07.00. Rute yang memiliki permintaan terbesar pada Rute A dengan permintaan sebanyak 1679 siswa, kemudian untuk rute B memiiliki permintaan 664, dan C 1388, selanjutnya panjang rute A yaitu B 7,9 Km dan C 10,4 Km. Jenis moda yang diusulkan adalah Izusu Elf Long kapasitas 19 dengan total jumlah armada untuk tiga rute yaitu 38 Armada, selanjutnya untuk pembobotan dilakukan pada permintaan saat mencapai 100%, 70%, 50% dan 20% .
