Abstract
Data obtained by the author at the Bogor City UPUBKB on April 1-5, 2024, there were
20 vehicles that did not pass the test and 60% of these vehicles were late in carrying out the
retest. Vehicles that do not pass the test and have not carried out a retest are vehicles that are
not roadworthy to operate. The long distance of the workshop and the high number of
congestion around the Bogor City Transportation Office road are one of the reasons for the
long time that drivers carrying vehicles do not pass the test in carrying out the retest. In the
future, UPUBKB Bogor City has plans to build new facilities and one of the facilities that has
the potential to be developed is workshop partnerships. However, the results of the interview
obtained with the Head of the Testing Unit still have no study related to the ideal form of the
workshop when viewed from the case of the cause of the vehicle not passing the test at the
Bogor City UPUBKB.
Therefore, it is necessary to identify cases of vehicles that do not pass the test at the
Bogor City UPUBKB as the basis for the workshop partnership plan at the Bogor City
UPUBKB. This study uses the miles and huberman method to identify the highest to lowest
damage system as the basis for providing repair services or spare parts for workshop
construction at UPUBKB Bogor City. The results of the study were obtained that the top three
causes of vehicles not passing the test were the lack of motor vehicle equipment, exhaust
emission systems, and lighting systems that were outside the threshold provisions. So at least
the form of a type C workshop can be carried out at the Bogor City UPUBKB if seen from the
case of the cause of the vehicle not passing the test during research activities. The results of
interviews from 20 drivers also stated that 80% agreed with the planning of workshop
partnerships at UPUBKB Bogor City.

Namun hasil wawancara yang diperoleh dengan Kepala Unit Pengujian masih belum adanya kajian terkait bentuk bengkel yang ideal jika dilihat dari kasus penyebab kendaraan tidak lulus uji di UPUBKB Kota Bogor. Maka dari itu perlunya identifikasi terhadap kasus kendaraan tidak lulus uji di UPUBKB Kota Bogor sebagai dasar rencana kemitraan bengkel di UPUBKB Kota Bogor. Penelitian ini menggunakan metode miles dan huberman untuk mengidentifikasi sistem kerusakan tertinggi sampai dengan terendah sebagai dasar penyediaan jasa perbaikan atau sparepart pembangunan bengkel di UPUBKB Kota Bogor. Hasil penelitian diperoleh bahwa tiga teratas penyebab kendaraan tidak lulus uji yaitu kurangnya perlengkapan kendaraan bermotor, sistem emisi gas buang, dan sistem lampu yang berada diluar ketentuan ambang batas. Jadi minimal bentuk bengkel tipe C sudah dapat dijalankan di UPUBKB Kota Bogor jika dilihat dari kasus penyebab kendaraan tidak lulus uji selama kegiatan penelitian. Hasil wawancara dari 20 pengemudi juga menyatakan 80% setuju terkait adanya perencanaan kemitraan bengkel di UPUBKB Kota Bogor. Kata Kunci: Uji Ulang, Laik Jalan, Kerusakan, Perbaikan |
