Abstract

The implementation of motor vehicle testing to achieve technical requirements and roadworthiness is closely related to tools and machines where it can pose a risk and potential danger of work accidents. The Bekasi City Motor Vehicle Testing Section began operating as of January 2, 2024, which has an impact on the unavailability of SOPs regarding Occupational Safety and Health (K3) within the Bekasi City Motor Vehicle Testing Section. This makes potential hazards can threaten the tester at any time. The use of Personal Protective Equipment (PPE) which looks suboptimal and the lack of understanding of safety at work by the tester encourages the author to identify risks so that they can provide advice on risk control using the HIRADC method. The purpose of this study is to analyze potential hazards in mechanical factors and occupational safety and health risks of testing officers, control potential hazards, and control risks to occupational safety and health in the Motor Vehicle Testing Section building of the Bekasi City Transportation Agency. The method of this research is the HIRADC method. Based on the HIRADC method, the risk levels include Extreme, High, Medium and Low. From the assessment with the distribution of questionnaires to 10 examiners, it was obtained that the risk assessment with the extreme category was 2 work activities with a percentage (9%), the High category as many as 8 work activities with a percentage (35%), the medium category as many as 10 work activities with a percentage (43%) and the Low categorya total of 3 work activities with a percentage (13%). Based on this analysis, the author compiled SOPs for the Use of PPE as a form of risk control in the Motor Vehicle Testing process.

Uncontrolled Keywords: Pelaksanaan pengujian kendaraan bermotor untuk mencapai persyaratan teknis dan laik jalan itu berkaitan erat dengan alat dan mesin dimana hal tersebut dapat menimbulkan risiko dan potensi bahaya kecelakaan kerja. Seksi Pengujian Kendaraan Bermotor Kota Bekasi mulai beroperasi per tanggal 2 Januari 2024 yang berdampak pada belum tersedianya SOP mengenai Keselamatan Kerja di lingkungan Seksi Pengujian Kendaraan Bermotor Kota Bekasi. Hal ini membuat potensi bahaya dapat mengancam penguji kapan saja. Penggunaan Alat Pelindung Diri (APD) yang terlihat belum optimal dan kurangnya pemahaman penguji akan keselamatan saat bekerja tersebut mendorong penulis untuk melakukan identifikasi risiko sehingga dapat memberikan saran dalam pengendalian risiko tersebut menggunakan metode HIRADC. Tujuan dari penelitian ini yaitu analisis potensi bahaya pada faktor mekanik dan risiko keselamatan kerja petugas penguji, pengendalian potensi bahaya, dan pengendalian risiko terhadap keselamatan kerja di gedung Seksi Pengujian Kendaraan Bermotor Dinas Perhubungan Kota Bekasi. Metode penelitian ini yaitu metode HIRADC. Berdasarkan metode HIRADC menghasilkan Tingkatan risiko meliputi Extreme, High, Medium dan Low. Dari penilaian dengan penyebaran kuesioner ke 10 penguji, maka didapatkan penilaian risiko dengan kategori extreme sebanyak 2 kegiatan kerja dengan presentase (9%), kategori High sebanyak 8 kegiatan kerja dengan presentase (35%), kategori medium sebanyak 10 kegiatan kerja dengan presentase (43%) dan kategori Low sebanyak 3 kegiatan kerja dengan presentase (13%). Berdasarkan analisis tersebut penulis menyusun SOP Penggunaan APD sebagai bentuk pengendalian risiko pada proses Pengujian Kendaraan Bermotor. Kata kunci : Prosedur, APD, HIRADC
