Abstract
Human resources for motor vehicle testers are a very important element for the implementation of motor vehicle testing. The Motor Vehicle Testing Section of the Boyolali Regency Transportation Agency is one of the technical implementing units in the field of motor vehicle testing. The number of testers who have been appointed as State Civil Apparatus is 3 examiners. This study aims to analyze the workload and determine the ideal number of testers needed in the PKB Section of the Boyolali Regency Transportation Agency. The method used in this study refers to the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 1 of 2020 concerning Guidelines for Job Analysis and Workload Analysis and the Regulation of the Minister of Transportation Number PM 4 of 2024 concerning Guidelines for the Preparation of Functional Position Formations for Motor Vehicle Testers. The results of the study based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 1 of 2020 which refers to the duties and authorities of examiners according to the Regulation of the Minister of Transportation Number PM 156 of 2016, the ideal number of examiners for implementing motor vehicle testing is 8 examiners. Therefore, there is a shortage of 5 examiners. Meanwhile, for calculations based on the Regulation of the Minister of Transportation Number PM 4 of 2024, 7 people are needed. Therefore, there is a shortage of 4 examiners. By fulfilling the number of examiner needs, it is expected to have an impact on improving motor vehicle testing services.

Motede yang digunakan dalam penelitian ini mengacu pada Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 1 Tahun 2020 tentang Pedoman Analisis Jabatan dan Analisis Beban Kerja serta Peraturan Menteri Perhubungan Nomor PM 4 Tahun 2024 Tentang Pedoman Penyusunan Formasi Jabatan Fungsional Penguji Kendaraan Bermotor. Hasil penelitian berdasarkan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 1 Tahun 2020 yang mengacu pada tugas dan wewenang penguji menurut Peraturan Menteri Perhubungan Nomor PM 156 Tahun 2016 didapatkan jumlah penguji yang ideal untuk dilaksanakannya pengujian kendaraan bermotor berjumlah 8 orang penguji. Maka dari itu terdapat kekurangan penguji sebanyak 5 orang. Sedangkan untuk perhitungan yang berpedoman pada Peraturan Menteri Perhubungan Nomor PM 4 Tahun 2024 dibutuhkan 7 orang. Maka dari itu terdapat kekurangan penguji sebanyak 4 orang. Dengan terpenuhinya jumlah kebutuhan penguji diharapkan berpengaruh terhadap peningkatan pelayanan pengujian kendaraan bermotor.
