Abstract

The high number of motorized vehicles subject to testing in UP PKB Cilincing in 2023 reaching 87.562 vehicles causes an influence on the amount of workload charged to testers. The imbalance between the number of testers and the workload given results in the non-optimal utilization of test equipment at UP PKB Cilincing which is indicated by the use of only 4 types of test equipment. This causes the need to analyze the needs of testers at UP PKB Cilincing. The purpose of this study is to calculate the need for testers by comparing the use of the calculation method in PermenPAN-RB regulation Number 1 of 2020 and Permenhub Number 4 of 2024, the application of the relevant calculation method to be applied to UP PKB Cilincing. Based on the calculation using PermenPAN-RB Regulation Number 1 of 2020, there is a shortage of 33 examiners and the calculation of Permenhub Number 4 of 2024 there is a shortage of 32 examiners. Then, both regulations are still relevant to use but the use of Permenhub Regulation Number 4 of 2024 provides more optimization.

Ketidakseimbangan antara jumlah penguji dengan beban kerja yang diberikan mengakibatkan tidak optimalnya pemanfaatan alat uji di UP PKB Cilincing yang ditunjukkan dengan penggunaan alat uji hanya 4 jenis alat saja. Hal tersebut menyebabkan perlunya dilakukan analisis kebutuhan tenaga penguji di UP PKB Cilincing. Tujuan penelitian ini adalah untuk menghitung kebutuhan penguji dengan membandingkan antara penggunaan metode perhitungan pada peraturan PermenPAN-RB Nomor 1 tahun 2020 dan Permenhub Nomor 4 tahun 2024, penerapan metode perhitungan yang relevan untuk diterapkan pada UP PKB Cilincing. Berdasarkan perhitungan menggunakan peraturan PermenPAN-RB Nomor 1 tahun 2020 didapatkan kekurangan penguji sejumlah 33 penguji dan perhitungan Permenhub Nomor 4 tahun 2024 terjadi kekurangan sebanyak 32 penguji. Kemudian, kedua peraturan masih relevan untuk digunakan namun penggunaan peraturan Permenhub Nomor 4 tahun 2024 lebih memberikan optimasi.
